Minimum Requirements:
- A Bachelor’s Degree in Environmental Science, Public Policy, Sustainability or a closely related degree and (1) one year of work experience in climate action, environmental policies, fleet management, alternative fuels, building operations or similar.
- An equivalent combination of education and experience may be substituted, such as a High School Diploma and (5) five years of related work experience or an Associate’s Degree and (3) three years of related experience
- LEED or other sustainable building certification is preferred, but not required.

Position Summary:
Reporting to the Deputy Director and Director of the Department of Sustainability, this position will coordinate sustainability related activities and implementation of policies. This is one of two Sustainability Specialist positions within the department and will primarily focus on sustainability best practices in building operations, alternative fuels for the county fleet, utility data monitoring and reporting, energy efficiency and renewable energy deployment.
Overview:
Duties:
- Oversees the county’s utility management software, including its use in data-driven decisions for low-cost or no-cost efficiency projects, as well as capital investments.
- Partners with Facilities Management staff on energy efficiency and renewable energy related projects.
- Advises Public Works staff on opportunities for the use of alternative fuels within the county’s fleet and equipment purchases, including electric, hybrid, compressed natural gas, renewable diesel, biodiesel and others.
- Supports the deployment of electric vehicle charging stations for both county fleet and public use, including identification of funding, coordination with local utilities, and assessment of feasible sites.
- Coordinates with county departments on implementation of best practices.
- Secures grants and other assistance from foundations, government agencies, and other organizations.
- Develops, tracks, and monitors implemented measures across County departments.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
- Energy conservation best practices, including implementation, program coordination, and promotion.
- Sustainability as it interacts with the business triple bottom line of social equity, environment, and economy.
- System commissioning and building maintenance principles.
- Alternative fuel types for vehicles and equipment and vehicle manufacturers and types that utilize these fuels.
- Current federal, state, and local environmental regulations and policies.
- LEED certification guidelines and procedures.
- Allegheny County government structure.
- Federal, state, and local agencies and available funding for sustainable practices; local foundations and funding priorities.
Skill in:
- Microsoft Office Suite including high-level functionality of Excel.
- Energy Management Software.
- LEED Green Building Standards; LEED® Green Associate™ certification preferred.
Ability to:
- Secure grants and assistance for projects.
- Create and implement appropriate management systems that track and measure sustainability program effects.
- Quickly assess large amounts of information and data; consider and evaluate the relationships between numerous factors.
- Work across disciplines, departments, and programs.
- Think strategically and plan, organize, coordinate, and manage personnel and programs of a large and diversified organization.
- Communicate clearly and persuasively; be a team member and motivate and educate others.
