Position Title: Permit Inspector

Salary: $19.9513 per hour

Minimum Requirements:
  • A high school diploma or its equivalent AND two (2) years of experience in road/bridge construction, road construction inspection, paving materials inspection, or a related field. 

 

A current, valid PA Class C Driver’s License is required prior to appointment.

Position Summary:

Under the supervision of the Permits Manager, this position is responsible for protecting County-owned roads and bridges when outside parties, e.g. utility companies, perform work on our Right-Of-Way. Inspection of multiple construction sites within County Right-Of-Way to ensure outside parties’ work meets stringent specifications set by Allegheny County is central to this job. As an essential employee for the department, the Permit Inspector’s main function is to ensure the County’s interests are safeguarded.



Overview:


Duties:

  • Inspects and approves construction projects being performed by a utility company, contractor, etc. (including material used) before, during, and after work is done within County Right-Of-Way to ensure that work meets County specifications and requirements.
  • Maintains professional business relationship with contractors, utility company representatives and other municipal representatives.
  • Maintains contact with construction representative from the permittee and their contractor’s site supervisor to ensure that the work being performed meets the requirements and limits of the permit.
  • Keeps diligent notes while preparing daily logs/reports and reports to the Permits Manager daily.
  • Notifies the Permits Manager if the limits of work are beyond the scope included in the approved permit.
  • Inspects the construction process and progress of all permittees during the to County owned roads and rights of way and oversee remediation.
  • Resolves conflicts within scope of authority.
  • Reviews the traffic control plans with the contractor or utility company’s representative prior to the project starting and notifies them if they are not being followed and review corrections if necessary.
  • Closes construction due to inadequate work zone safety measures or use of out-of-spec materials and procedures.
  • Drives from site to site on daily basis.
  • Tracks progress of permit sites on the County GIS system daily.
  • Performs other related duties as required or requested.

Knowledge, Skills, and Abilities

Knowledge of:

  • Road/bridge construction materials and methodology
  • County Road Codes and Specifications.
  • Occupational hazards and safety precautions for road construction sites.
  • Allegheny County Road system.
  • Common problems associated with road construction.

Skill in:

  • Computer software such as Microsoft Word and Excel as well as data entry onto the County’s GIS mapping.

Ability to:

  • Operate independently in the field.
  • Conduct duties responsibly and with the highest level of accountability.
  • Complete assignments and projects on time.
  • Make reliable recommendations to management based on field observations and past experiences.
  • Prioritize multiple obligations and be flexibles when the job requires.
  • Follow policies and procedures of Public Works Department.
  • Read and understand maps, sketches, and blueprints.
  • Communicate effectively both orally and in writing
  • Wear appropriate Personal Protective Equipment for construction sites.
