Salary:
$80,000.00 - $86,000.00 per year commensurate with experience

Minimum Requirements:
- Bachelor’s Degree in Human Resource Management, Public Administration, Business Administration, or related field AND five (5) years of human resource management experience to include two (2) years of management experience. Applicants with experience in a skilled nursing facility or other health care setting are preferred.

Position Summary:
Reporting to the Executive Director, the incumbent manages all human resources activities for Kane Community Living Centers. Key responsibilities include recruitment and placement, job description development, oversight of employee benefit time management, risk management, employee relations, and discipline and grievance administration. The incumbent also manages staff who provide daily HR services and oversees program operations. All work is performed in compliance with applicable Federal, state, and local regulations for long-term care facilities.

Management Responsibilities:
- Supervises and directs all human resource staff and activities, ensuring effective daily HR operations for the Kane Community Living Centers.
- Oversees analysis and control of overtime and staff scheduling across all centers. Prepares written reports summarizing activities and recommends actions for improved scheduling.
- Maintains comprehensive employee records and files; assures all pertinent employment information is maintained in a confidential manner and that procedures are in place for the access and release of employee information to designated individuals.
Recruitment and Hiring:
- Leads all recruitment and placement efforts for the four centers. Ensures compliance with collective bargaining agreement posting requirements, consults managers on staffing needs, develops special recruitment initiatives as needed, and works in conjunction with central HR on recruitment and outreach strategies and activities.
Compensation:
- Manages pay activities, including the development of new or revised job descriptions and the periodic updating of descriptions to reflect changes in work.
- Meets with union officials regarding collective bargaining agreements, negotiations, and bargaining issues; discusses and resolves grievances and complaints.
Policy and Procedure Documentation:
- Assesses and evaluates the provision of human resource services throughout the Kane Community Living Centers and takes corrective action to improve deficient areas and services to employees, managers, and supervisors.
- Coordinates with the Compliance and Privacy Officer to develop policies and procedures and provides guidance, instruction, and interpretation of policies for managers and supervisors; disseminates Countywide human resources-related policies to staff.

Employee and Labor Relations:
- Manages the Kane Community Living Centers’ disciplinary program and consults with managers, supervisors, central HR, and the Law Department to guide on handling employee issues, as well as employee and labor relations issues and concerns.
- Consults with central HR regarding the Kane Community Living Centers’ risk management and employee safety programs to ensure that employee accidents or injuries are promptly and properly investigated; ensures action is taken to correct unsafe working conditions.
- Assures that managers and supervisors properly investigate grievances and that the results are reported to senior management.
- Oversees the investigation of all discrimination and harassment complaints in conjunction with central HR; prepares reports outlining results and recommendations for action.
- Performs other related duties as required or requested.

- Effectively manage subordinate staff engaged in executing HR processes.
- Communicate professionally and effectively with Kane staff, County officials, and union officials on the goals and objectives of the human resources function.
- Manage multiple competing priorities and projects.
- Establish and maintain effective working relationships with managers, supervisors, employees, union officials, and subordinates.
- Apply human resource, legal, and ethical requirements to day-to-day operational concerns and needs.
- Plan, organize, develop, implement, and interpret programs, goals, objectives, policies, and procedures necessary for establishing and maintaining an effective and efficient human resources function.
- Ability to work with residents within a long-term care facility.
Residency:
Allegheny County within 1 year.
