Salary: $110,000.00 per year

  • Bachelor’s Degree in Public Health Administration, Business Administration, or other health-related field and five (5) years of experience in a managerial capacity in a hospital or long-term care facility.
  • An equivalent combination of education, training, and/or experience is acceptable. Education/training may not be substituted for supervisor/management experience.  

 It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

Incumbent supervises and directs the daily operations of the four Kane Community Living Centers, to ensure that high quality care is provided to all residents and to ensure their safety and comfort. Incumbent also oversees and monitors resident admissions and advocacy services. Work is performed in accordance with Federal, state, and local standards, guidelines, and regulations that govern long-term care facilities, and under the direction of the Executive Director. 



Overview:


Duties:

  • Supervises and coordinates the activities of the various departments of the four Kane Community Living Centers.
  • Meets with the Center Administrators to review current operations, determine future program needs and direction, and resolve issues and ensure uniformity of operation at each Center.
  • Supervises the Kane system’s admission activities and ensures that appropriate census levels are maintained, and that admissions staff provide complete and timely service to residents and family members.
  • Conducts on-site inspections of center operations to ensure compliance with Federal, state, and local requirements, and participates in meetings with Federal and state surveyors to explain operations and respond to inquiries.
  • Leads work groups and committees to revise existing or develop new policy and procedures for use in all Center operations.
  • Oversees the centers activities to ensure that resident care needs are addressed, resident and family members’ concerns are resolved, and that residents’ rights to fair and equitable treatment, self-determination, individuality, privacy, property, and civil rights are protected.
  • Ensures that all regional center personnel and residents are informed of and follow established safety regulations and policies.
  • Meets with County officials, residents’ family members, and the public to explain and promote services provided by the Kane system.
  • Conducts special studies or reviews as directed by the Executive Director; prepares reports of findings and recommendations for consideration by the Executive Staff and the Executive Director.
  • Participates in preparing requests for proposal, and the evaluation and selection of vendors with whom the Kane System will contract for services.
  • Reviews financial data and information, participates in preparation of the Kane System’s annual budget, and reviews each Center’s expenditures for conformance with budget projections.
  • Performs other related duties as required or requested.

Knowledge, Skills, and Abilities

Knowledge of:

  • Federal and state regulations, laws and rules relating to the operation and administration of long-term care facilities, including HIPAA.
  • Reimbursement regulations, record keeping and nursing practices and procedures.
  • Laws, regulations, and guidelines governing collective bargaining and personnel administration. 

Skill in:

  • Microsoft Office Suite

Ability to:

  • Manage multiple and competing priorities and projects.
  • Communicate with personnel, residents, family members, visitors, government officials, and the general public.
  • Maintain and establish effective working relationships with co-workers, residents, family members, visitors, government agencies and the public.
  • Plan, organize, develop, implement and interpret programs, goals, objectives, policies, and procedures, etc. that are necessary for providing quality care and maintaining a sound operation.
  • Read and interpret financial records and reports.
  • Work with ill, disabled, and elderly people within a long-term care facility.
