Minimum Requirements:

Minimum Experience & Training Requirements

  • High School Diploma

AND

  • At least 6 months proven professional experience in data and documentation.

Condition of Employment

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Credit for a degree or college coursework can only be accepted from an official transcript submitted directly from the college or university to Allegheny C0unty Health Department.

Position Summary:

This position is an administrative/confidential position in the workforce operations/human resources/payroll area in the Allegheny County Health Department. An employee in this position is responsible for the accuracy, accumulation and dissemination of data and documentation within our department i.e. HRIS Systems, Human Resources Metrics & Key Performance Indicators and all personnel & medical files, particularly professional licenses and clearances. The Workforce Operations Administrator I supervises the work of this position and reviews all final work products.

Duties:

Organization/Management of Data & Documentation

  • Compile, prepare and maintain all department employee human resources/payroll related records, including Clearances & Professional Licenses.
  • Ensuring strict confidentiality in all actions and efforts.
  • Ensure accuracy of all human resources & payroll records
  • Process human resources/payroll data and related work in an accurate and timely manner.
  • Provides employment verifications, employment information, and furnishes applicants with required forms as requested.

 

Requisition Processing

  • Utilizing all ACHD & County systems (HRIS, JDE, PAA1000, OnBase), provides direct support of team efforts for processing of new hires, terminations, leaves of absences, contractual pay increases and other salary changes, etc.
  • Updates, organizes and maintains Organization/Company Chart


Reporting/Forecasting of Workforce Operations/Human Resources Activity

  • Designs and/or prepares a variety of reports on key workforce operations/human resources program activities for the team utilizing Microsoft Office and any/all HRIS systems.
  • Independently gathers, prepares and submits reports as requested. Sample reports include: Personnel Activity Reports, Application Counts, Employee Index, Vacancy Report, Exit Interview Analyses, etc.


Team Oriented Environment

  • Assists with Employee Onboarding process.
  • Coordinates meetings by establishing meeting dates, obtaining agenda items, typing and distributing meeting notes, identifying and following-up on pending assignments.
  • Advises Workforce Administrator & teammates on any items needing attention.
  • Responds to emergencies as assigned by the Health Department.
  • Performs other duties as required or requested.
