Position Title: Quality Manager

Salary: $84,000.00 - $87,300.00 per year

Minimum Requirements:

A Master of Science or a Bachelor of Science in medical technology, clinical laboratory science or chemical, physical or biological science.  

A preference will be given to individuals trained in ISO/IEC 17025 and /or ISO-IEC 17020 accreditation standards or who have completed an external assessor training. 

College transcript(s) is required at time of application. 

Applicants must have and maintain a valid PA driver’s license. 

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated.

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

Under the direct supervision of the Laboratory Director, the Quality Manager is responsible for the implementation and maintenance of the Office’s Quality Management System that encompasses both Laboratory and Morgue Operations. The incumbent will act as a liaison between management and the pertinent county/non-county employees in order to enact accreditation compliance.



Overview:


Duties:

  • Coordinates the development and revision of the quality management system in compliance with all accrediting standards held and pursued by the Office.
  • Assists sections, as needed, in the development and maintenance of specific quality system policies and procedures.
  • Conducts periodic quality audits to provide management with the necessary verification that established quality policies and objectives are being met.
  • Coordinates programs and procedures with requirements for the office accreditations.
  • Advises management regarding the development, implementation, and maintenance of the quality system.
  • Provides as necessary, reports to the Medical Examiner, Laboratory Director, and Manager of Operations.
  • Operates on the progress of quality assurance system activities.
  • Responds to major work-related call outs 24/7.
  • Monitors office practices to verify continuing compliance with policies and procedures.
  • Advises management on issues relating to quality, testing and inspection practices.
  • Manages employees’ scheduling, performance and professional development.
  • Manages the department budget and resources.
  • Manages supplier contracts relevant to specialties.
  • Performs other related work as requested or required.

Residency: Allegheny County within 1 year.
