Minimum Requirements:
  • Bachelor’s degree in Public Administration, Public Policy, Data Science, Business Analytics, or a related field AND at least three (3) years of progressively responsible experience in performance management or data analytics AND at least one (1) year of supervisory or leadership experience.
  • An equivalent combination of education, training, and experience is acceptable.

Position Summary:

Reporting to the Director of Management and Budget, the Division Manager – Performance and Data Analytics leads data management, data analytics, and continuous improvement strategies for Allegheny County government. This role is responsible for transforming data into actionable insights, fostering a culture of accountability and transparency, and helping county departments operate efficiently, equitably, and effectively in delivering public services. The Division is responsible for preparing annual performance metrics for each department, contributing to the Allegheny County Annual Report, and working with departments to develop, track, and report on KPIs for each department, and generally assists with the preparation of data reporting for various County activities.

Duties:

Strategic Leadership:

  • Leads the county’s performance and analytics strategy, aligned with organizational goals and community priorities.
  • Advises senior leadership and department directors using data-informed insights to support decision-making.

 Performance Measurement and Process Improvement:

  • Designs and implements an operating performance measurement framework, including key performance indicators that are aligned with strategic plans.
  • Directs the development and implementation of a process improvement program that provides internal services and staff training to drive outcomes, identify and improve internal functions and streamline processes

 Data Analytics:

  • Directs the collection, integration, and analysis of data from county systems and external sources, to better manage and execute county priorities.
  • Leads a team of analysts to utilize advanced analytic tools (mostly Tableau, R, Python, ArcGIS) to provide business intelligence to all levels of management.
  • Leads a team that conducts program evaluations to assess efficiency, efficacy and equity of service delivery.

Data Governance:

  • Establishes data governance policies and procedures that ensure data quality, protect privacy, and optimize utility.
  • Facilitates responsible and appropriate data sharing across county government and with external agencies and partners.

 Reporting and Transparency:

  • Prepares and presents reports, scorecards, and visualizations to senior leadership and the public.
  • Drives government transparency through open data initiatives and public-facing dashboards.

 Collaboration and Capacity Building:

  • Partners with internal stakeholders, community organizations, and other external agencies to share data insights and improve public services.
  • Builds internal capacity by training staff on data literacy, data stewardship, and process improvement.
  • Leads and/or participates in the County’s various governance initiatives, including, Data Governance, Information Technology Steering and Artificial Intelligence Committees.

Knowledge, Skills, and Abilities

Knowledge of:

  • Data analytic methodologies.
  • Principles of strategic planning, performance measurement, and key performance indicators.
  • Human-centered design and effective data visualization design. 

Skill in:

  • Data visualization and analytics platforms (e.g., Tableau, PowerBI, SAS, R).
  • Microsoft Office Suite 

Ability to:

  • Demonstrate project management, product development, stakeholder engagement, cross-functional collaboration, and executive-level briefings.
  • Communicate technical concepts to both technical and non-technical audiences.
  • Demonstrate ability to lead change management initiatives and influence organizational culture.
  • Communicate effectively, both orally and in writing.

Residency: Allegheny County within 1 year.
