$80,000-$85,000 per year

Minimum Requirements:
- Bachelor’s degree in Public Administration, Business Administration, or a related field AND four (4) years of experience in compliance, contract administration, or economic/community development, to include one (1) year of direct people management and/or supervisory experience.
- An equivalent combination of education and experience may be substituted.
A valid Driver’s license is required prior to appointment.

Position Summary:
This position reports to the Deputy Director of the Department and oversees all compliance and administrative functions within the department.
Overview:
Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. Duties:
- Manages Operations Division staff: Labor Compliance, Eligibility/Data maintenance, and Assistant Manager of Operations.
- Informs and prepares the Housing Urban Development (HUD) Consolidated Plan, which includes a one-year action plan and a five-year annual action plan.
- Coordinates and submits the Consolidated Annual Performance and Evaluation Report (CAPER).
- Administers the Community Development Block Grant (CDBG) proposal process and makes funding recommendations for various investment requests.
- Facilitates public needs meetings/hearings and liaises with external stakeholders to provide program information.
- Helps to prepare the department’s annual administrative/CDBG budget and facilitates a CDBG budget presentation for the County Executive team.
- Oversees department purchasing and labor compliance for department-funded projects.
- Coordinates department reports for the County Executive.
- Stays informed of various department funding program administrative areas: new programs, regulatory changes, and new techniques.
- Sets and monitors the Operations Division goals and objectives.
- Manages the department’s contracts and Executive Actions.
- Manages and supervises divisional staff by mediating conflicts, responding to staff grievances, responding to the professional needs of the staff, commending good work performances, counseling, and recommending remedial disciplinary action in matters of poor work performance; Assists in the hiring of personnel.
- Serves as contact person for building management.
- Performs related duties or special assignments as needed.
