The Director of Facilities Management is a senior leadership position responsible for overseeing the strategic, operational, and financial performance of Allegheny County’s facilities portfolio. This role ensures the effective planning, development, maintenance, and operation of all County-owned properties. The Director will lead a multidisciplinary team and collaborate with internal and external stakeholders to deliver safe, efficient, and sustainable environments that support the County’s mission and services.
Strategic Planning and Management
• Develop and implement a long-term facilities master plan aligned with County goals and priorities.
• Lead and/or contribute to strategic initiatives related to sustainability, energy efficiency, and space optimization.
• Establish performance metrics and reporting systems to evaluate departmental effectiveness.
• Advise County leadership on facilities-related policy, risk management, and compliance matters.
• Monitor industry trends and emerging technologies to inform strategic decision-making.
• Support and adhere to workplace safety initiatives and policies administered by the Office of Worker Safety.
Capital Projects
• Oversee the planning, design, and execution of capital improvement projects, including new construction, major renovations, and infrastructure upgrades.
• Ensure projects are delivered on time, within scope, and on budget while meeting quality and regulatory standards.
• Coordinate with architects, engineers, contractors, and regulatory agencies throughout project lifecycles.
• Develop and manage capital project budgets and schedules in collaboration with the Department of Management & Budget and other departments.
Maintenance and Operations
• Direct the maintenance and repair of County facilities, systems, and equipment to ensure safety, functionality, and code compliance.
• Implement preventive maintenance programs and emergency response protocols.
• Oversee custodial services, groundskeeping, and environmental health and safety programs.
• Ensure compliance with all applicable federal, state, and local regulations, including ADA, OSHA, and environmental standards.
Staff Leadership and Oversight
• Lead, mentor, and develop a diverse team of facilities professionals, including managers, technicians, and administrative staff.
• Foster a culture of accountability, collaboration, and continuous improvement.
• Establish clear performance expectations and conduct regular evaluations.
• Promote workforce development, training, and succession planning.
Budget and Financial Oversight
• Develop and manage the department’s annual operating and capital budgets.
• Monitor expenditures, identify cost-saving opportunities, and ensure fiscal responsibility.
• Prepare financial reports and present budget recommendations to County leadership.
• Pursue and manage grants, contracts, and other funding sources to support facilities initiatives.
