Minimum Requirements:
- An associate's degree in Healthcare Administration, Nursing, Social Work, or a related field AND five (5) years of experience working in a health care environment. Two (2) years of direct staff management/supervisory experience is required.
- An equivalent combination of education, training, and experience is acceptable. Education may not be substituted for supervisory or management experience.
- Experience in correctional health care and current PA licensure as a Registered Nurse are preferred.
Must have current CPR/BLS certification prior to appointment. Act 33/34 clearances are required prior to appointment at the applicant's cost.
It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. Position Summary:
Reporting to the Deputy Health Services Administrator (DHSA), the Clinic Manager ensures that the overall administration and operations of the Allegheny County Jail Health Care Services Clinic run efficiently and effectively while maintaining quality services within budget objectives. The incumbent leads, manages, trains, and supervises the Clinic Medical Records Department, and oversees the referral process of off-site medical appointments. The Clinic Manager establishes and serves as a liaison between provider needs and clinical resources and is the point of contact for the Allegheny County Jail partner health network (Allegheny Health Network).
Overview:
Duties:
- Ensures equitable provision of healthcare services and removes barriers to care for individuals with ADAA considerations and incarcerated individuals who do not have proficiency in the English language.
- Supervises the Medical Records Department, executing process improvements and overseeing staff and administrative functions (e.g. scheduling, professional development).
- Trains and develops clinic staff with ongoing direction from the HSA and DHSA, ensuring that each employee understands their job description, expectations of the work, and the resources available to achieve results.
- Monitors the performance and productivity of medical providers and oversees evaluations, treatments, and consultation services provided by staff to incarcerated individuals at the Clinic.
- Acts as a liaison and point of contact for the Allegheny County Health Network in areas related to medical services.
- Participates in the quality improvement program by monitoring key areas within the Clinic, reporting data, and developing quality improvement plans as required.
- Routinely conducts utilization reviews of the Clinic as well as other healthcare resources.
- Fulfills on-call duties when serving as the Healthcare Duty Officer.
- Collaborates with the HSA, DHSA, and the Medical Director to establish policies and procedures that meet regulatory requirements.
- Oversees medical supply inventory and monitors equipment and devices, ensuring that established maintenance is scheduled and performed at required intervals.
- Facilitates the procurement of medical records, upon incarcerated individual/designee request, in accordance with all confidentiality laws, ensuring that inmate confidentiality is maintained according to HIPAA standards.
- Ensures compliance with all required federal and state standards, laws, and regulations as directed by accrediting organizations (e.g., ACA, NCCHC, CUA).
- Provides feedback to the HSA, Deputy HSA, and Director of Nursing and Medical Director, as needed, regarding staff performance.
- Coordinates clinic staffing needs with the Director of Nursing and ensures accuracy and completion of the contracted medical providers' work schedules.
- Performs other related duties as requested or required.
