Minimum Requirements:
- Bachelor's Degree (master's preferred) in Health Administration, Nursing, Social Work or a related field AND two (2) years of experience in healthcare administration that includes one or more of the following: staffing, program coordination, budgeting, quality improvement/assurance, or additional related areas.
- An equivalent combination of education and experience may be substituted.
Incumbent must obtain and maintain current, valid CPR certification within six (6) months of hire. Act 33/34 clearances including PA Child Abuse Clearance Certification are required prior to appointment at the cost of the applicant.
It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. Position Summary:
Reporting to the Deputy Warden Health Services (DWHS), the Deputy Health Services Administrator (DHSA) assists in the management, administration, and evaluation of the health care delivery system of the Allegheny County Jail based on established goals and procedures. The DHSA of Education and Services works collaboratively with the DHSA of Behavioral Health and DHSA of Nursing to ensure comprehensive care is provided to the incarcerated population. The DHSA focuses on program growth and development while providing supervision and direction to healthcare services staff.
Overview:
Duties:
- Directly supervises staff including the Clinic Manager, Staff Scheduler, Staff Educators and Quality Improvement Managers as well as their direct reports.
- Acts as the Deputy Warden of Health Services in their absence.
- Directs and participates in a variety of administrative and correctional health management functions in accordance with all applicable laws, regulations, standards, and Allegheny County goals and objectives for quality incarcerated individual healthcare.
- Ensures strict compliance with all governing laws including pharmacy, safety, licensing laws, and security procedures of the jail along with the standards of the National Commission on Correctional Health Care (NCCHC) and American Correctional Accreditation (ACA), Title 37 and Prison Rape Elimination Act (PREA).
- Manages and oversees the onboarding of new healthcare services employees.
- Collaborates with department heads regarding fiscal responsibility and operational needs including equipment and supplies.
- Assists in formulating and implementing policies and procedures.
- Addresses and resolves administrative issues and provides recommendations.
- Ensures confidentiality of all medical records; reviews requests for medical records according to established protocols.
- Ensures all patients are treated with dignity and respect.
- Participates in healthcare duty officer on-call rotation.
- Performs other duties as requested or required.
