Position Title: Financial Manager

Salary: $75,000-$80,000 per year commensurate with experience

Minimum Requirements:
  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field and five (5) years of professional experience in financial administration, including experience managing staff, or
  • An equivalent combination of education, training, and experience is acceptable.

Position Summary:

Reporting to the Director, the Financial Manager is responsible for the management of budgetary and fiscal functions of the Department of Administrative Services. This position oversees all financial transactions within the department, including budgeting, payment processing, purchasing, and contracting.



Overview:

The Department of Administrative Services manages an array of services to enhance daily County operations in terms of geographical information support, mailing and printing services, purchasing and document storage. Administrative Services handles the special events that are organized around the County, the photographs that are taken to show our County in the best light and is also responsible for telecommunications, property assessments and the Real Estate Division. In addition, the Department of Administrative Services oversees the election process to ensure that all government laws and requirements are upheld, provides services and support to military veterans, and verifies measuring device accuracy at service establishments throughout the County.


Duties:

  • Directs, monitors, and evaluates department financial operations and ensures compliance with annual operating budget.
  • Reviews and revises fiscal procedures and processes and assures departmental adherence to procedures and processes.
  • Prepares financial forecasts and reports.
  • Consults with department leadership, develops annual operating, capital, grant, and special revenue budgets for submission as part of the County’s annual budgeting process.
  • Oversees processing of department contracts and agreements including preparation of executive actions.
  • Prepares vouchers for invoicing and monitors payments are compliant with contract terms.
  • Budgets and tracks grant receivership and spending and prepares necessary reports in accordance with grant requirements.
  • Manages deposits and disbursements to state and local agencies and taxing bodies.
  • Coordinates responses to audits by internal and external auditors and performs internal fiscal audits to ensure proper internal controls.
  • Performs other related duties as assigned. 

Knowledge, Skills, and Abilities

Knowledge of:

  • Budgeting, accounting, and fiscal management in the public sector
  • Finance and accounting systems such as JDE, processes and best practices
  • Federal, state, and local funding programs, and principles and processes related to purchasing, grant administration, and contracting 

Skill in:

  • Microsoft Office Suite.

Ability to:

  • Establish and maintain financial controls.
  • Effectively monitor multiple budgets and accounts for a department.
  • Forecast budget projections and needs.
  • Make sound fiscal recommendations.
  • Maintain effective working relationships with associates, outside agencies, and vendors.
  • Manage a fiscal team.
  • Work collaboratively or independently, depending on department needs.
  • Utilize necessary software to manage budget and tasks.
  • Maintain accurate financial records for the department.

Residency: Allegheny County within 1 year.
