$66,857- $76,857 per year commensurate with experience

Minimum Requirements:
- Bachelor’s degree in Computer Science, Management Information Systems, Business Administration or a related field AND two (2) years of experience researching and resolving business needs/problems by implementing packaged software or software modifications in a live environment.
- Experience with Oracle databases is preferred. College-level coursework in accounting and/or statistics is a plus.

Position Summary:
Under the supervision of the IT Manager, the Business Analyst is responsible for the design, development, deployment, and maintenance of applications on assigned platforms. Incumbent’s primary emphasis will be on the Office of Property Assessments (OPA) mass appraisal computer system, IAS World, as well as the business processes used by OPA and external offices that interact with OPA.
Overview:
The Office of Property Assessments (OPA) produces a fair, accurate, and timely assessment roll, doing so in a uniform manner consistent with the International Association of Assessing Officers (IAAO) while emphasizing outstanding customer service and an efficient use of resources. The Office of Property Assessments also maintains ownership and assessment records for parcels within Allegheny County with property owners, municipalities, and school districts concerning assessment matters.
Duties:
- Communicates with all levels of personnel to gather information and analyze data needs.
- Elicits functional requirements using interviews, document analysis, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task, and workflow analysis.
- Collaborates with managers, developers, and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
- Prepares a clear and comprehensive project scope, including estimates of time and resources needed.
- For accepted projects, delivers business requirement documents, flowcharts, data flow diagrams, program specifications, pseudo code, entity relationship diagrams, explanatory narrative, use cases, test scenarios, and interface designs.
- Communicates project status and interactions with users and management through formal status reports, project tracking systems, and informal updates.
- Serves as a liaison between the users/business units and the software development/support team.
- Works with application vendors to research and resolve problems and to provide new functionality.
- Manages and documents an organized testing process for business processes, new applications, application changes, and bug fixes.
- Develops and delivers training to end users.
- Assists in the evaluation of new technologies and efforts to move to paperless systems.
- Other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
- System Development Life Cycle concepts.
- Oracle SQL/PLSQL sufficient to read programs, and to write commands and queries.
Skill in:
- Microsoft Excel, Word, Visio, Project and PowerPoint.
Ability to:
- Successfully engage in multiple initiatives simultaneously.
- Communicate effectively orally and in writing.
- Work independently and lead a project.
- Interact professionally with a diverse group of executives, managers, professionals, and users.
- Quickly understand and organize detailed information into summary reports.
