Salary: $75,000.00 - $101,000.00 per year commensurate with experience

Minimum Requirements:

Preferred Qualifications: 

  • Bachelor's degree in Business Administration, Public Administration, Sports Management, Parks and Recreation Management, or a related field AND five (5) years of experience in Municipal Programming and Event Planning and Management of Facilities and Concessions, or
  • An equivalent combination of education, training, and experience is acceptable.

 Preferred Certifications:

  • Certified Parks and Recreation Professional (CPRP)
  • Certified Parks and Recreation Executive (CPRE)
  • Certified Playground Safety Inspector (CPSI)
  • Aquatic Facility Operator (AFO)
  • Certified Pool Operator (CPO)
  • ServSafe
  • Responsible Alcohol Management Program certification

A current, valid PA Driver’s License is required prior to appointment and must be maintained throughout employment.

Position Summary:

Under the supervision of the Director of the Parks Department, this senior management position provides programming and event planning support to the Department of Parks, including oversight and management of associated staff and handles a wide variety of issues by serving as the manager responsible for initiating and executing various work assignments. The Deputy Director-Recreation manages/oversees staff members aligned with the Parks Department’s programming, event planning, facility and concession management related to the assets noted above (i.e. Pools, Shelters, Fields, Courts, Ski Slopes, Snow Tubing, Ice Rinks, Golf Courses, etc.), and may assume additional responsibilities in the absence of the director. This position oversees the efficient use of resources, using heavy problem solving and communication/organizational/technological employee and labor relations skills. Work assignments and focus may change significantly based on the Director of Parks’ determination of priorities. The incumbent works independently and has the authority to make decisions in completing assignments. The incumbent coordinates with the Parks Director, Parks Deputy Director(s), other Department Directors, and elected officials as related to the work.



Overview:

Allegheny County, with a population of approximately 1.3 million, is the second largest County in the State of Pennsylvania. The County Parks Department sustains and enhances the growth and quality of a diverse group of well-managed and financially sound regional assets. The large list of diverse facilities and open space in the 12,158 acres contained in our Park System encourages the involvement of people of all ages through park programs, leagues, and volunteering opportunities. The Park System encompasses a variety of activities and amenities including three (3) Wave Pools, one (1) Swimming Pool, a sixty-six (66) acre Lake, Ski Slopes and Snow Tubing, two (2) Outdoor Ice Rinks, two (2) Golf Courses consisting of 18 and 27 holes respectively, over four-hundred (400) Rental Facilities (buildings, open air shelters, fields), playgrounds, and courts-bocce, horseshoe, volleyball, tennis, pickleball, basketball. The County’ Park System strives to be one of the top amenities in the County, by retaining and attracting residents and improving the overall quality of life for our region.


Duties:

  • Exercises direct and functional supervision over sport, recreational, leisure and cultural programming, facility, concession, and golf personnel in the Division.
  • Manages employees in strict accordance with applicable laws, regulations, and established policy.
  • Ensures that staff are qualified, trained, certified, motivated, customer service oriented, and recognized for their achievements.
  • Assists with the development, implementation, and compliance of all Departmental and County-wide policies and procedures.
  • Manages and supervises activities of personnel and assigns, monitors, evaluates work, and provides managerial direction.
  • Provides technical assistance to various programs, events, facilities, concessions, and personnel on all Department projects and programs
  • Works variable hours including evening, weekends, holidays and work on-site as needed to ensure success and safety of programs, sports, and events.
  • Conducts on-site visits to each park and recreation facility (i.e. pools, rinks, concessions, golf courses, etc.).
  • Prepares Operating and Capital Budget submissions related to recreation programs, including facilities, concessions and golf courses.
  • Assists with the direction, management, organization, and planning regarding administration of recreation programs, concessions, sport facilities, and golf courses.
  • Manages recruitment, hiring, training, and discipline of seasonal staffing.
  • Coordinates marketing efforts with the Office of Marketing and Special Events.
  • Oversees updates to the County Parks website.
  • Responds to complaints from the General Public, Friends Groups, Renters, Vendors etc. to find a favorable resolution for all.
  • Plans, develops, directs, coordinates, organizes, and controls materials, equipment and personnel under jurisdiction toward the effective, efficient, and economical attainment of program goals, including maximum convenience to the public and safety of employees
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • County Government budgeting and auditing processes
  • Analytical and reasoned judgement decision making
  • Various computer software including database software JD Edwards.

Skill in:

  • Microsoft Office Suite 

Ability to:

  • Establish, monitor and enforce effective internal controls.
  • Take an active role in Department relations and establish a positive and responsible team.
  • Supervise and direct professional, recreational, concession, golf management, facility, and seasonal (i.e. lifeguards, rink attendants, etc.) personnel
  • Plan, monitor and evaluate the work of self and others
  • Communicate effectively, both orally and in writing
  • Establish and maintain effective working relationships with supervisors, associates, outside agencies, vendors, and the public
  • Attend evening meetings and support special project deadlines.
  • Travel to off-site locations. 

Residency: Allegheny County within 1 year.
