Position Title: Human Resources Information Systems (HRIS) Administrator

Salary: $80,000 - $85,000 annually

Minimum Requirements:

·       Bachelor’s degree in Information Technology, Human Resources, Business Administration, Public Administration, or a related field.

·       At least two (2) years of experience working as a systems administrator within an HRIS or HCM system environment.

·       At least two (2) years of experience working in a leadership role as part of a major software implementation project

·       An equivalent combination of education and experience may be considered.

Preferred Qualifications: 

·        Experience with Infor CloudSuite HCM, Workday, SAP SuccessFactors, Oracle PeopleSoft, ADP Workforce Now, or a similar SaaS platform.

·        Project Management certification (PMP or CAPM).

·        Experience leading and/or participating in an application migration/modernization project and sunsetting legacy applications.

Position Summary:

Allegheny County is seeking a detail-oriented and solutions-driven Human Resources Information Systems (HRIS) Administrator to lead the development, maintenance, and enhancement of the Infor CloudSuite HCM platform. This role plays a critical part in ensuring system performance, user experience, data integrity, and general support across the county’s HR operations, and leads a team of HRIS Analysts in the associated work. The HCM Systems Administrator collaborates with HR teams, IT stakeholders, and external vendors to optimize system functionality in support of strategic human resource initiatives.



Overview:


Duties:

·        Administer and support the Infor CloudSuite HCM system, including user permissions, system configuration, and module upgrades.

·        Lead the user experience management initiatives to ensure system integration and function to create a quality experience for clients and users.

·        Serve as the point of contact for system users, resolving escalated issues and coordinating with vendors and internal HR subject matter experts.

·        Monitor system functionality, identify process improvement opportunities, and implement enhancements to optimize the user experience.

·        Ensure data integrity and audit controls in collaboration with the HR Data Manager.

·        Coordinate with IT and HR workstream leads (e.g., Talent Acquisition, Compensation, Benefits) to support cross-functional initiatives.

·        Manage user roles, onboarding/offboarding workflows, proxy access, and assignment changes.

·        Develop and maintain system documentation, user guides, and training resources.

·        Collaborate with the Training Administrator to facilitate system training and knowledge sharing.

·        Review and apply updates, patches, critical fixes, and version upgrades as needed.

·        Contribute to broader HR projects and continuous improvement initiatives as assigned.


Knowledge, Skills, and Abilities

Knowledge of:

·        HCM, HRIS, TMA, and ATS systems.

·        Strong competency in project management.

·        Familiarity with HR operations, project management principles, and QA/UAT testing methodologies.


Skill in:

·        Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).

·        Ability to analyze and resolve system issues using root cause analysis.

·        Strong interpersonal and communication skills, with the ability to explain technical concepts to non-technical users.


Ability to:

·        Manage vendor relationships and coordinating support efforts.

·        Commit to data integrity, confidentiality, and continuous process improvement.

·        Work independently with sound judgment and flexibility under changing priorities.


Residency: Allegheny County within 1 year.
