Salary: $41,600-$45,500 per year

Minimum Requirements:
  • High School Diploma or equivalent AND three (3) years of related experience in Public Administration, Political Science, Community Development, Finance, Business Administration/Management, or a related field. 
  • An equivalent combination of education and experience may be substituted.

 

A valid PA Driver’s license is required prior to appointment.

Position Summary:

Under the supervision of the Assistant Director of the Operations Division, this position is primarily responsible for the planning, organization, application, implementation, and coordination of the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and other related Federal, State or local programs. 



Overview:

Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects, including affordable housing development, land development, infrastructure development, business attraction and expansion, land use, and transportation planning, ACED maximizes regional economic growth, neighborhood vitality, and quality of life in its 130 municipalities. Duties:

  • Prepares a variety of records, forms, documents, and reports for assigned grant programs using the Integrated Disbursement and Information System (IDIS) system to include financial reports, allocation reports, and annual reports.
  • Ensures implementation of grant objectives and completes all reporting requirements; ensures compliance of grant activities in accordance with legal and regulatory requirements and guidelines on the local, state, and federal levels.
  • Provides information and technical assistance and responds to requests from individuals and organizations regarding CDBG/HOME activities and program initiatives; sets up and/or attends meetings with staff, the public, other agencies, elected officials, and interest groups.
  • Represents the County and the Department to community groups, government officials, residents, clients, professional organizations, and businesses.
  • Advises project personnel of appropriate applicable policies or procedures that may impact or apply to projects and provides technical or general expertise regarding CDBG/HOME information or requirements.
  • Conducts research, analyzes findings, prepares and presents clear, precise recommendations and reports; organizes and integrates multiple data sources and complex materials and assists others in developing compliance systems.
  • Gathers statistics or conducts surveys related to grant application and management; reviews specifications for grant applications; maintains files; and prepares correspondence related to grant application and management.
  • Monitors the CDBG/HOME-related activities of sub-recipients, sub-grantees, consultants, and contractors to ensure compliance with statutory or other requirements and provides technical assistance as required.
  • Coordinates compliance with existing or new Housing & Urban Development (HUD) performance guidelines and other required reports.
  • Reviews and evaluates CDBG pre-applications and full applications for compliance with Federal regulations to ensure projects meet a national objective in order to qualify for CDBG funding.
  • Performs site visits to ensure a project area is eligible.
  • Prepares and/or revises Department manuals and CDBG/HOME-related brochures as needed.
  • Inputs funding information, and project-related data and maintains accurate records in the Department’s Information Management System (IMS) Database
  • Performs related duties/special assignments as directed.

Knowledge, Skills, and Abilities

Knowledge of:

  • Local governmental entities.
  • HUD and CDBG/HOME programs and regulations.
  • Grant funding and proposal processes.

Skill in:

  • Microsoft Word, Excel, PowerPoint, and Outlook software programs.

Ability to:

  • Communicate effectively and professionally with employees, departments, commissions and boards, outside organizations, state agencies, and the general public.
  • Prepare and analyze a variety of program statistics and reports.
  • Make informative presentations and conduct technical assistance workshops.
  • Remain flexible in completing tasks.
  • Complete assignments accurately and efficiently, while working under minimal supervision.
  • Travel to various locations within Allegheny County.

Residency: Allegheny County within 1 year.
