Minimum Requirements:
  • A Bachelor’s Degree from an accredited four (4) year college or university with major coursework in human resources, industrial or organizational psychology, business management with a concentration in Human Resources, Organizational Behavior, Labor Relations, Industrial Relations, or other closely related field of study.

AND 

  • At least (1) year of experience in/with Human Resources, Recruiting, Workforce Development


OR

 

  • Master’s degree in Human Resources Management, Public Administration or Business Administration, Labor Relations or a related field.

 

OR

 

  • Any equivalent combination of experience or training

Condition of Employment

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is a professional Human Resources supervisory position at the administrative level.

 

The employee in this class is responsible for administering the policies and procedures in the Human Resources office for the Allegheny County Health Department. Major aspects of the work include recruitment, selection, certification, performance evaluation, position classification, compensation, labor relations, equal employment opportunity/affirmative action plans and other public human resources functions. 

 

Supervision is exercised over two (2) Human Resources & Payroll Assistants. Work is performed independently under the supervision of the Human Resources, Assistant Manager who reviews the work for adherence to policies and acceptable human resources management standards and for accomplishment of department objectives.

Duties:

Management of Workforce Systems & Employee Lifecycle

  • Process of personnel actions to ensure conformance with personnel policies and procedures and merit system rules, regulations and standards.
  • Manages job requisition process workflow by auditing, confirming and reconciling positions (vacant & filled); reviews and processes various personnel actions (e.g. salary changes, hires, transfers, promotions, leaves, terminations, etc.) both manually and through established Human Resources systems.
  • Liaison between Programs and Fiscal/Finance department for budgetary items, including the management and forecasting of labor needs
  • Assist in the planning, organization and direction of departmental personnel management activities; develops and implement personnel policies and procedures.


Talent Acquisition & Onboarding Support

  • Recruits and interviews applicants, evaluates their qualifications for employment and makes recommendations to the appoint authority.
  • Administers a performance rating system.
  • Prepares correspondence in connection with recruitment and other personnel matters, compiles personnel reports.  
  • Compile and execute overall communications on personnel management policies and procedures and staffing utilization to all levels of the organization and operating units.
  • Analyze duties and responsibilities of positions and classifies them or recommend appropriate classifications.
  • Support all talent acquisition and onboarding functions, including Union positions which are to be posted for bidding in accordance with their contract(s); acts as liaison to job applicants and employment candidates.
  • Assists/leads team members with diversity and inclusion initiatives, onboarding, orientation, application review and applicant communications; attends job fairs, career days, and other community outreach/hiring events as requested/required.
  • Develops, coordinates, and conducts orientation sessions, meetings, programs, seminars, etc. to disseminate relevant information and provide training opportunities.
  • Contribute to the process of re-evaluating recruitment techniques and hiring processes.
  • Provides oversight in the areas of on-boarding, off-boarding, and contractor recruitment.


Administration of Applicant Assessment(s) & Adherence to Hiring Standards

  • Responsible for the preparation, coordination, scheduling and general administration of applicant/candidate examinations, evaluations, and reviews (ex. Qualification & Ratings review). 
  • Proper maintenance and management of Eligibility List(s) of candidates for interviews and selection(s) by hiring panel.
  • Ensures compliance with local, state, and federal employment laws and regulations, collective bargaining agreements, County policies and monitors legislative, technical, and professional trends impacting compliance.
  • Manages and updates the HR Manual/Standard Operating Procedures on an ongoing basis.  

 

Human Resources Information Systems (Data & Documentation)

  • Maintain and contribute to all data sources (inputs & outputs) to ensure accuracy and uniformity.
  • Ensure all functions of the Workforce Operations program has data and documentation as an output that is able to be appropriately and conveniently accessed and utilized.  
  • Assists in organizational analysis, compensation studies, wage and salary administration.
  • Direct and/or prepares preparation of statistical reports.
  • Supervises the maintenance of personnel files and records and directs the processing of personnel transactions involved in appointments, dismissals, pay changes, leaves of absence and other changes.


Payroll Administration & Processing

  • Directly supervise professional, technical and clerical support personnel.
  • Coordinates all functions within the processing of payroll including efforts with centralized county payroll, assists in the function for the department.
  • Supervises the payroll functional for the department and coordinates efforts with centralized county payroll. 
  • Provides support to personnel management, with an emphasis on Leaves & Absences, including Workplace Accommodations and Workers Compensation.

 

  • Responds to emergencies assigned by the Health Department.  
  • Performs other duties as required or requested.
