Position Title: Deputy Director, Strategy and Programs

Salary: $125,000 - $135,000 per year commensurate with experience

  • Bachelor’s degree in business or public administration, public policy, planning, or a related field AND five (5) years of increasingly responsible experience in project management, interdisciplinary coordination, and administrative and/or policy development.
  • Direct supervisory experience is required. 
  • An equivalent combination of education and experience may be substituted. Education may not be substituted for supervisory or management experience.

 A valid PA Driver’s license is required prior to appointment.

Position Summary:

Working directly with the Department Director, the Deputy Director, Strategy and Programs directs and guides the Department’s development-focused responsibilities, including planning, housing development, real estate investment and development, business development and other related activities and strategies key to the County’s growth. The Deputy Director, Strategy and Programs, provides highly responsible and complex operational and leadership support to the Department Director including but not limited to program design and evaluation, strategic planning, community planning, real estate investment strategy, business attraction and retention, and economic policy and data analysis. This is an executive-level position, and the incumbent will perform a full range of duties as new challenges and opportunities arise within a dynamic environment. 

 

The Deputy Director, Strategy and Programs will exercise direct supervision over assigned planning, housing, development, and business development personnel in addition to managing contracted consultants and professional services. Frequent collaboration with internal and external stakeholders will require a highly empathic and effective communication style, and the Deputy Director, Strategy and Programs should be comfortable actively representing the Department’s interests through regional convenings, events, presentations, speeches, and panel discussions. The Deputy Director, Strategy and Programs will work in close partnership with the Deputy Director, Operations. 



Overview:

Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. Duties:

  • Assists the Department Director and works collaboratively with the Deputy Director, Operations in the development of policies, procedures, and goals for the department; translates the strategic vision set by the Director and County leadership into action items, programs, and initiatives for department managers and staff.
  • Selects, trains, motivates, and evaluates a diverse and talented team of divisional managers, project managers, and interns.  
  • Facilitates the coordination of development projects by ensuring both internal and external stakeholders are engaged and held accountable for their project responsibilities and maintain positive, professional relationships with key County and partner organization staff.
  • Manages complex relationships and exercises discretion as well as decision-making authority to ensure the day-to-day needs of critical economic development programs, initiatives, and projects in the County are properly led and supported by staff and able to progress appropriately.
  • Leads public meetings and hearings, presents at professional conferences, initiates and maintains relationships with community and professional organizations.
  • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Director.
  • Analyzes gaps in mission delivery and measures program performance, designing programming to address needs as part of regular strategic assessment and planning for the department.
  • Evaluates new legislation and market shifts for openings where the Department can add value.
  • Assesses prospective proposals and problem statements from businesses, developers, nonprofits, local governments, elected officials, residents, and other stakeholders and formulate recommendations and solutions.
  • Supports the Director, Operations and Department Director in writing, managing, and completing federal, state, and foundation grants.
  • Prepares, advertises, vets, and selects respondents to RFP/Qs.
  • Performs related duties/special assignments as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • Principles and practices of the public sector organization and administration, economic development, community planning, and real estate investment. 
  • Project management, including planning, scheduling, monitoring, and problem-solving.
  • Principles and practices of leadership, motivation, team building, and conflict resolution. 
  • Methods and procedures of financial analysis and management, negotiations, contractual processes, and budget development, management, and control.
  • Fundraising related to public and private funding sources and proposal or grant writing.
  • Standard practices in the fields of local government and relevant County, State, and federal laws and regulations.
  • Organization and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.

Skill in:

  • Microsoft Office Suite.

  • Communicate effectively both orally and in writing.
