Position Title: Out of School Time Manager

Salary: $60,000 - $70,000 per year commensurate with experience

Minimum Requirements:
  • A High School Diploma and six (6) years of experience planning, coordinating, managing, and evaluating programs within Public Policy, Public Administration, Education, Human Services, or a related field.
  • An equivalent combination of education, training, or experience is acceptable (i.e., a related bachelor’s degree may be substituted for four years of experience in planning, coordinating, managing, and evaluating programs).
  • Candidates with supervisory experience and with direct experience in and/or knowledge of Allegheny County’s Out-of-School Time sector are preferred.

 

A valid Pennsylvania Driver’s License is required upon appointment.

Position Summary:

The Out of School Time Manager reports directly to the Deputy Director and, under the direction of the Director of The Department of Children Initiatives (DCI), is part of a collaborative team responsible for planning and implementing DCI’s strategic priorities and contributes their expertise in Out-of-School Time (OST) policy and programming to meet the goals of the Department. They support the advancement of DCI’s goals and vision for improving child and youth outcomes and building the overall system of Out-of-School Time for Allegheny County’s children and youth and their families.



Overview:


Duties:

  • Participates in developing and implementing DCI’s strategic plan around the OST sector including before and after school care, non-traditional hour care, enrichment programming, summer programming, quality standards and associated technical assistance.
  • Leads the coordination of Allegheny County level capacity mapping across the OST sector for the purposes of promoting equitable access to high-quality OST programming, planning, and alignment.
  • Supports the department in ensuring the coordination and alignment of OST initiatives and activities with DCI goals and strategies across sectors.
  • Participates in program evaluation design and continuous quality improvement efforts.
  • Works collaboratively with partners to improve quality and capacity of services for school age children and youth and their families, including promoting best practices around health and safety and quality standards across systems.
  • Represents DCI in promoting the achievement of the department’s OST mission and goals, particularly as they apply to equitable system change and capacity building.
  • Develops and delivers presentations on behalf of DCI as required.
  • Serves as a thought leader by staying abreast of information about OST best practices and local, state, and national policies, trends, and models.
  • Contributes to resource identification and development including any associated data collection and reporting. 
  • Performs other duties as requested.

Knowledge of:

  • Child and youth development, education, school-age child care, Out-of-School Time policy and advocacy, and equitable systems change. 
  • Program development, planning, collaboration, and evaluation.
  • Project Management.
  • Quality assurance methodologies.

Skill in:

  • Microsoft Office Suite including Word, Excel, Outlook, Teams, and PowerPoint.

Ability to:

  • Learn about the full range of programs, services, policies, and issues that impact Allegheny County’s school age children and youth and their families.
  • Interact and build relationships with a variety of constituencies, including but not limited to DCI staff, partner agencies, children and youth, family members, community partners, and providers.
  • Demonstrate strong collaboration, coalition building, and facilitation skills.
  • Demonstrate commitment to issues of equity, diversity, and cultural responsiveness in systems building.
  • Communicate effectively both orally and in writing with demonstrated ability to develop and deliver reports, recommendations, and presentations.
  • Manage projects effectively and maintain flexibility to respond to changing circumstances or priorities.
  • Utilize strong decision-making skills with use of good judgments in recognizing scope of authority.
  • Travel to various locations within Allegheny County.

Residency: Allegheny County within 1 year.
