$85,000- $92,000 per year commensurate with experience

Minimum Requirements:
- Bachelor of Science degree in a related field AND current licensure as a registered nurse (RN) or higher (e,g., CRNP, PA-C, etc.) AND five (5) years of clinical experience working directly with individuals who have a substance use disorder AND two (2) years of leadership experience that includes management of personnel. Experience overseeing a substance use treatment program and/or working in a residential setting or corrections is preferred.
OR
- Master’s degree in counseling, psychology, or a related field (e.g., social work, counseling, marriage/family therapy, etc.) AND five (5) years of clinical experience working directly with individuals who have a substance use disorder AND two (2) years of leadership experience that includes management of personnel. Experience overseeing a substance use treatment program and/or working in a residential setting or corrections is preferred.
- Candidates must hold current PA state licensure with the board of nursing or board of social workers, marriage and family therapists and professional counselors at time of hire and maintain licensure throughout employment. Consideration will be given to individuals who are certified advanced alcohol and drug counselors (CAADC) and meet the experience requirements listed above. A photocopy of the license or proof of licensure MUST be included with the application.
- An equivalent combination of education and experience may be substituted. Education may not be substituted for supervisory or management experience.
Act 33/34 clearances are required prior to appointment at the cost of the applicant. Must have current CPR/BLS certification at the time of appointment.

Position Summary:
Reporting to the Deputy Health Services Administrator – Behavioral Health, the Director of Substance Use Programs is responsible administratively and clinically for the overall development, training, coordination, evaluation, and ongoing management of substance use treatment and programs at the Allegheny County Jail. Incumbent directly supervises nurses, certified alcohol and drug counselors (CDAC), case managers, and other support staff in the delivery of detoxification services, administration of medications for the treatment of substance use disorders, as well as group and individual counseling.
Overview:
Duties:
Administrative
- Supervises and directs work, oversees scheduling/staff development, evaluates the performance of subordinates on the substance use team, and assists with the selection and training of new hires.
- Oversees substance use treatment and support services, including the evaluation of patients with a substance use disorder, administration of medications for the treatment of addiction, detoxification, and counseling.
- Ensures that treatment services meet NCCHC standards and adhere to the governing rules and regulations of substance use treatment and correctional care.
- Documents and maintains all evaluation, program participation, and other confidential records in accordance with program requirements and federal and state regulations.
- Provides oversight to grants and contracts specific to substance use disorder treatments being provided.
- Facilitates training opportunities in addiction to meet program requirements and develops general staff knowledge in the field of addiction and stigma reduction.
- Evolves and expands substance use services and programs to meet the changing needs of patients.
- Monitors materials and supplies to ensure resources are available and appropriately utilized in a cost-effective manner.
- Works collaboratively with jail leadership, community agencies, advisory boards, and other stakeholders to ensure that programming effectively evolves to meet changing needs as required.
- Researches, develops, compiles, and reports on relevant statistics and program data as requested or required.
- Acts as the On-Call duty officer on a regular rotation schedule as assigned.
- Performs other related duties as requested or required.
Clinical
- Develops, coordinates, oversees, manages, and evaluates the administration of substance use services and treatment programs for incarcerated individuals of the Allegheny County Jail.
- Occasionally provides direct clinical services to patients.
- May act as Qualified Supervisor for employees seeking licensure and interns.
- Performs other related duties as requested or required.

- Techniques, protocols, and best practices for substance use treatment and services.
- Principles and practices of leadership.
- Best practices in the area of substance use disorder treatment.
- Detoxification/withdrawal management practices.
- Medications for the treatment of addiction.
- Federal or State regulations relevant to substance use disorder treatment including, but not limited to, 42 CFR part 2 and Title 37.
