Salary: $39,500 to $44,500 per year

Minimum Requirements:
  • High School Diploma or equivalent AND two (2) years of related experience in Public Administration, Political Science, Community Development, Planning, or a related field.
  • An equivalent combination of education and experience may be substituted.
  • Experience in contract administration and/or managing complex projects with numerous entities is preferred.  

 

A valid PA Driver’s license is required prior to appointment.

Position Summary:

Under the supervision of the Manager of the Municipal Division, the incumbent is primarily responsible for serving as a liaison between Councils of Government (COGs), municipalities, and the Department by providing oversight, consultation, management, evaluation, coordination, and project monitoring for a wide variety of municipal development projects from inception to completion.



Overview:

Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. Duties:

  • Builds relationships with municipalities, engineers, COGs, and other agencies as necessary to support funding efforts for various municipal development projects.
  • Interacts periodically with all involved entities to provide updates on a project’s status.
  • Conducts desk audits and on-site inspections to provide ongoing assistance, establish systems for review and evaluation, ensure compliance with regulations and contract agreements, and initiate corrective action, if necessary.
  • Implements projects and records management system to ensure fiscal integrity and to meet reporting requirements; provides detailed project status reports.
  • Maintains records and database information on assigned projects.
  • Prepares and disseminates information as needed.
  • Attends meetings of various governing bodies to make presentations and answer questions pertaining to assigned projects.
  • Evaluates grant applications.
  • Works closely with COGs and municipality representatives to research and address identified municipal problems, recommending various corrective actions to be taken.
  • Performs contract administration by managing projects from start to completion.
  • Performs related duties/special assignments as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • Community Development Block Grant (CDBG), Community Infrastructure & Tourism Funds (CITF), and Gaming Economic Development Tourism Fund (GEDTF) programs including guidelines and regulations.
  • Local government entities or community development.
  • Accounting, finance, and budget procedures.
  • Construction terminology, invoicing, and bidding procedures.

Skill in:

  • Microsoft Word, Excel, PowerPoint, and Outlook software programs.

Ability to:

  • Demonstrate strong analytical ability & initiative in undertaking new activities.
  • Be flexible in completing tasks.
  • Excellent communication skills, both written and oral.
  • Utilize excellent organizational skills.
  • Successfully meet all divisional objectives in a timely fashion.

  • Travel to various locations within Allegheny County.
