Salary:
$100,774 - $110,851 per year commensurate with experience

Minimum Requirements:
- A high school diploma or its equivalent AND five (5) years of experience at a leadership level operating human services programs and managing staff, or
- An equivalent combination of education, training, and experience is acceptable.

Position Summary:
The Senior Advisor for Integrated Program Monitoring will lead DHS’ provider oversight work in collaboration with Program Offices and Support Offices. The Senior Leader is responsible for ensuring that these activities occur in a manner that clearly guides DHS practice, aligns with DHS plans, and that continues to strengthen the network of providers. This position reports to the Director of the Office of Administration and works closely with partners across internal offices (Children, Youth and Families, Community Services, Behavioral Health, Developmental Supports, Area Agency on Aging, Analysis, Technology and Planning, Equity and Engagement, and Administration), and interfaces with external stakeholders.

Duties:
- Leads development and implementation of annual contract evaluations that integrate program monitoring, fiscal monitoring and performance data.
- Evaluates DHS approaches to program oversight and makes recommendations to improve monitoring policies, procedures and tools.
- Ensures that DHS monitoring staff are utilizing available monitoring tools as appropriate and convenes program monitors to provide training and technical assistance
- Identifies needs and implements professional development and capacity building activities to support the provider network’s ability to comply with DHS contract requirements and to improve outcomes for vulnerable individuals.
- Integrates monitoring results with key performance indicators (KPIs) by working the Office of Analytics, Technology and Planning (ATP).
- Develops regular internal reports on monitoring findings and trends for DHS leadership to inform agency-wide planning.
- Convenes regular provider meetings to provide updates on DHS monitoring practices and to gather feedback from providers on opportunities for training/technical assistance.
- Works with the DHS Office of Administration (fiscal, procurement and contracts/compliance) to identify opportunities to provide technical assistance on payment, procurement and contracting processes.
- Works with contracts/compliance to ensure that clear work statements are developed, to align contract requirements and monitoring practices and to coordinate regular compliance reviews.
- Identifies opportunities for and leads efforts to engage providers in business process improvement initiatives using human centered design principles.
- Leads the application of interest process to evaluate options for new providers expressing interest in doing business with DHS.
- Conducts periodic needs assessments, surveys and focus groups in collaboration with Program Offices to identify needs for integration of services and gaps in the service continuum.
- Develops and maintains project plans to support implementation of process improvement projects that support effective program monitoring practices.
- Represent the Director of Administration at internal and external meetings and report back pertinent information.
- Performs other related duties as requested or required.
