  • Bachelor's degree (master's preferred) in Public Administration, Business Administration or another relevant field.
  • Considerable public or private sector leadership and/or administrative experience of a progressively responsible nature.
  • Detailed knowledge of and ability to implement, evaluate and embed cultural initiatives, including DEI and sustainability efforts, organization wide.
  • Familiarity with a broad range of local government operations (i.e., municipal law, human resources, public works, human services, information technology, economic development, finance, public safety, etc.)
  • A combination of education, training and experience that provides the skills and knowledge necessary to perform all aspects of the position may be considered

Position Summary:

The Deputy County Manager supports the County Manager in providing organizational leadership, policy oversight, strategic planning guidance and program evaluation to leaders and managers in assigned County departments, encourages and facilitates consistent improvement in the provision of services, and fosters cooperative working relationships with County Council and other elected officers, intergovernmental agencies and various public and private organizations. The Deputy County Manager works closely with department heads and administrators to lead new initiatives and develop new programs, develop and manage budgets, ensure compliance with laws and regulations, and manage community relations. The incumbent participates in organizational development efforts and operational decision-making, and may represent the county at public meetings, hearings or other events.

The Deputy County Manager serves as a key advisor and strategist and assists the County Manager in ensuring that all directives, decisions, policies, resolutions, ordinances, and initiatives issued by the County Executive are implemented. The incumbent actively participates in and leads special projects as assigned, and serves as a facilitator to address issues, set goals, develop strategies and implement partnership-building with internal and external agencies, groups and stakeholders.



Overview:

Allegheny County is seeking a talented and accomplished professional to serve as Deputy County Manager, responsible for coordination and provision of staff and programmatic support to the County Manager in the management and implementation of a $1.2 billion operating budget and more than 6,000 budgeted staff positions. The Deputy County Manager will manage a portfolio of responsibilities that includes providing policy oversight and organizational leadership for specified County departments and working on county-wide projects as assigned by the County Manager.

Most importantly, however, the successful candidate will be a person committed to ethical government, who demonstrates trustworthiness and discretion, and who can be a reliable partner for the County Manager and the leadership team in Allegheny County.


Duties:

  • Plans, coordinates and directs, through managers and administrative staff, the work of specified operational departments, functional areas and programs in accordance with the adopted goals and objectives of County leadership; provides policy, strategic planning and program guidance and evaluation to department leadership in assigned departments.
  • Assists the County Manager in the overall operation of the county by providing leadership, guidance and support to department heads in regard to staffing, organizational development, budgeting and other administrative matters; fosters and facilitates development and coordination of teams charged with work toward enhancing the overall quality of the county's services.
  • Supports the work of management, administrative and support staff as assigned; provides for their professional development and training relevant to their work.
  • Performs or directs the conduct of analyses and/or studies; reviews findings and evaluates alternatives; may prepare or direct the preparation of resulting reports and/or presentations.
  • Ensures that County management is appropriately informed of relevant County operations, programs, projects and service initiatives, and of their respective financial status and any legal, political, social and economic concerns that may impact them.
  • Engages in collaborative efforts and initiatives to address major issues and projects that are politically significant or highly sensitive in the community; assesses, investigates and resolves difficult and/or sensitive complaints or inquiries from the public concerning County staff and/operations.

Knowledge, Skills, and Abilities

Knowledge of:

  • Principles and practices of public administration and business administration; and of the laws, ordinances, and regulations underlying a municipal corporation.
  • Principles and practices of organizational and workplace culture development including concepts of labor law, the implementation of diversity, equity and inclusion programs, and awareness of administrative practices and policies that support a positive and healthy workplace environment. 

Skill in:

  • Planning, organizing, administering, coordinating, reviewing and evaluating a wide variety of county programs and services.
  • Developing and implementing goals, objectives, policies, procedures, work standards and internal controls.
  • Developing effective work teams, motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Interpreting, applying and explaining complex laws, codes and regulations; preparing clear and concise reports, correspondence and other written materials; demonstrating initiative and independent judgment within general policy guidelines.
  • Critical thinking with demonstrated troubleshooting, problem-solving and collaboration skills.
  • Communicating effectively with individuals from various socio-economic, ethnic and cultural backgrounds.

Ability to:

  • Plan and direct the work of a large operating agency.
  • Demonstrate initiative and independent judgment in dealing effectively with ambiguity, recognizing trends, identifying approaches and offering a variety of options and solutions to solve problems.
  • Provide guidance and professional support to staff, offer regular feedback, hold staff accountable, and serve as a mentor.

  • Manage multiple and simultaneous responsibilities and prioritize scheduling of work, ensuring organization in all facets of work.

  • Meet with various stakeholders and the public to discuss problems and complaints.
  • Establish and maintain effective working relationships with associates, officials, subordinates, and the public.

Residency: Allegheny County within 1 year.
