Salary: $55,000.00 - $65,000.00 per year commensurate with experience

Minimum Requirements:
  • Bachelor’s degree (Masters preferred) in a Social Science AND two (2) years’ experience in social services or a related field, or
  • An equivalent combination of education, training, and experience is acceptable.

Position Summary:

Under the authority of the Administrator, Resource Navigation and Community Services, the incumbent is responsible for supporting efforts to track performance, streamline management and pursue quality improvement of DHS’s Coordinated Entry System (CES) for Homeless and Housing Services. The objective of CES is to ensure streamlined access to the Allegheny County Continuum of Care’s (CoC) homeless response system for all households facing housing instability or homelessness ensuring they are matched to the appropriate intervention to end their housing crisis or homelessness. DHS’s CES has a responsibility to remain operating at the highest standard of client service and alignment with best practices within the system.



Overview:


Duties:

  • Supports the quality improvement of the CES in Allegheny County by working closely with the CES leadership team on targeted initiatives.
  • Creates and implements processes to track key performance indicators (KPIs) and administrative data within the CES to identify bottlenecks, trends and challenges to connecting clients quickly and efficiently to services and housing.
  • Communicates with contracted homeless service providers about their referrals to and from CES and their efforts to connect clients to services and housing. Help to problem solve at the provider level.
  • Collaborates with DHS staff, DHS contracted homeless service providers and other stakeholders to assess and identify areas of system weakness and areas for improvement.
  • Assists in new program design for CES issues, identify areas in need of further development, and develop methods of implementation.
  • Supports new development and maintenance relating to the CE computer or enterprise system, specifically around compliance with HUD and CoC expectations/requirements.
  • Provides proxy representation of the Administrator and Manager of the CES at meetings and community events.
  • Performs related duties/special projects as requested by the Administrator, Resource Navigation and Community Services.

  • Homelessness, affordable housing and/or HUD.
  • Data driven approaches to decision making.
  • Quality improvement strategies.

Skill in:

  • Microsoft Office Suite.
  • Use of data for quality improvement.
  • Program management.

Ability to:

  • Research and evaluate best practices.
  • Analyze, evaluate, and interpret data.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships.

Residency: Allegheny County within 1 year.
