Salary: $39,500 to $44,500 per year

Minimum Requirements:
  • High school diploma or equivalent AND four (4) years of experience in Planning, Landscape Architecture, Engineering, Business Administration, Public Administration, or a related field.
  • An equivalent combination of education and experience may be substituted.


A valid PA Driver’s license is required prior to appointment.

Position Summary:

Under the supervision of the Manager of the Planning Division, this position contributes to the land use planning efforts in and for Allegheny County.



Overview:

Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. Duties:

  • Administers the Allegheny County Subdivision and Land Development Ordinance (SALDO) for municipalities that have not adopted a municipal SALDO.
  • Reviews subdivision and land development plans for municipalities with an adopted municipal SALDO as well as proposed municipal land use ordinances and comprehensive plans as required by PA Act 247.
  • Assists with the implementation of Allegheny Places, the Allegheny County Comprehensive Plan.
  • Provides planning support and information for Department projects.
  • Performs grant consistency and permit review for Allegheny Places.
  • Assists with the development of the Planning Division database of materials and contacts.
  • Offers planning and technical support to municipalities, community groups, and others.
  • Develops collaborative working relationships with staff, agency officials, organizations, and state, federal, and local governments.
  • Maintains daily records of all projects, reports, and County/departmental operating procedures.
  • Assembles and analyzes data to support planning initiatives.
  • Prepares periodic status reports as required or needed.
  • Attends occasional evening community meetings.
  • Compiles and analyzes program data as needed.
  • Performs related duties/special assignments as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • The principles and practices of land development planning.
  • The principles and practices of research and data collection.
  • Statistics, algebra, and geometry.

Skill in:

  • Computer software programs and internet applications including Microsoft Office.
  • ArcView GIS.

Ability to:

  • Communicate effectively both orally and in writing, including in a public setting.
  • Gather relevant information to solve vaguely defined practical problems in a creative manner.
  • Review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.
  • Interact professionally with supervisors, co-workers, outside agencies, and the public.
  • Meet all Divisional objectives in a timely fashion.
  • Work on several projects or issues simultaneously.
  • Attend to details while keeping big-picture goals in mind.
  • Work efficiently both as a team member, with other divisions, or independently.

  • Occasionally travel to additional locations within Allegheny County.
