Minimum Requirements:
- Associate’s degree in communications or another related field and a minimum of 3 years related experience in program outreach.
- An equivalent combination of education and experience may be substituted.

Position Summary:
The Outreach Liaison will coordinate efforts to communicate the Allegheny County Minority, Women and Disadvantage Business Enterprise (MWDBE) program to a wide variety of business and community partners. The Liaison will be responsible for developing, implementing, and monitoring the department’s outreach activities to build awareness of the MWDBE Program and to support certification efforts, utilization of resource and referral services, and participation in professional development activities.
Overview:
Duties:
- Develop, implement, and monitor community outreach plans, including measurable outcomes and objectives.
- Collaborate with Department Equity & Inclusion (DEI) staff to support individual outreach goals.
- Develop and maintain professional and positive working relationships with community partners, businesses, and stakeholders to build awareness of DBE certification and to increase MWDBE participation on contracts and DEI’s impact across Allegheny County.
- Work with DEI’s leadership to identify, strengthen, and cultivate opportunities for expanded community partnerships within Allegheny County.
- Organize, attend, and present at public and private spaces, neighborhood, and community settings in order to connect with eligible business who may benefit from DEI’s resources.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
- Existing outreach programming and community organizations.
- Event planning and coordination.
- The principals of DEI underlying the Minority, Women and Disadvantage Business Enterprise (MWDBE) program.
Skill in:
- MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams).
Ability to:
- Communicate effectively both orally and in writing.
- Successfully plan and manage an outreach portfolio that includes multiple projects and deliverables.
- Learn new technologies and software.
- Be well-organized and self-manage competing priorities.
- Pay exceptional attention to detail and accuracy.
- Exercise discretion and good judgment.
- Maintain punctual attendance.
- Work effectively with all levels of staff, supporters, and business members.
- Speak in front of large and small groups, both in-person and virtually.

Residency:
Allegheny County within 1 year.
