Minimum Requirements:
  • High School Diploma or its equivalent and six (6) years of experience in social services or human services, or
  • An equivalent combination of education, training, and experience is acceptable.

Candidates who have demonstrated experience in quantitative and qualitative statistical methods and prior experience working with social service-related data are preferred.

Position Summary:

The Performance and Outcomes Specialist leads data monitoring and analyses across the Continuum of Care (CoC) to improve provider performance and inform key DHS policies and decisions. This position may also conduct research and analysis at the intersection of Homeless Services and other DHS programs including child welfare, aging, behavioral health, and other community services. This position works closely with the Office of Analytics, Technology and Planning at DHS. This position reports to the Manager of Homeless Outcomes and Data in the Office of Community Services.



Overview:


Duties:

  • Develops and improves existing strategies to support the daily operations and reporting needs of the CoC using data.
  • Informs the ongoing design, development, and enhancement of DHS information systems (particularly the Homeless Management Information System (HMIS)).
  • Shares analysis and insights through effective presentation of the data output with team and DHS stakeholders.
  • Employs quantitative and qualitative statistical methods to analyze DHS data and advises others about using these methods, seeking help from other professionals when appropriate.
  • Creates and implements quality improvement plans for Homeless Services providers.
  • Represents the County’s HMIS team by participating and/or presenting at events and conferences, such as the National Human Services Data Consortium.
  • Monitors, analyzes, and prepares regular reviews of data from Allegheny County HMIS, with a dual focus on statistical trends and project specific non-compliance issues.
  • Coordinates with HMIS Specialist, Service Desk and HMIS development team to identifies and resolves system issues to ensure access for HMIS system users.
  • Conducts group and one-on-one training sessions or conference calls for system users.
  • Compiles HMIS data to be used in state and federal reports and funding applications.
  • Serves as the technical lead for annual project ranking, a process required by HUD to renew DHS’s largest housing services funding stream.
  • Performs other related duties as requested or required.
