Salary: $90,000.00 - $110,000.00 per year commensurate with experience

Minimum Requirements:
  • Bachelor’s Degree in Public Relations, Communications, Marketing, Media Relations, Journalism, English, Political Science, Public Administration, or a related field AND four (4) years of related experience, preferably in government relations, journalism, or media relations. Supervisory experience is preferred. Demonstrated utilization of social media in a professional capacity is a plus, or
  • An equivalent combination of education and experience may be substituted.

Position Summary:

Under the supervision of the Director of Team Transformation, the Manager of Public Affairs leads Allegheny County Treasurer’s Office media relations and public affairs initiatives and activities. Responsibilities include fostering relationships at all levels of government, writing, and disseminating approved news releases, public service announcements, and other informational materials as well as overseeing the planning and coordinating of special programs, projects, and community outreach.

Duties:

  • Develops and implements a comprehensive internal and external communications plan.
  • Leads the dissemination of press releases, media relations content, social media content, etc. that contains relevant news and information to print and broadcast on social media outlets.
  • Leads the writing, proofing, editing, and revises copies for publications, letters, advertisements, audio/visual presentations as well as other communication sources.
  • Leads the planning and coordinating meetings, press conferences, special events, proclamation ceremonies as well as other activities.
  • Provides support during critical events to manage the experiences of participants and the elected official.
  • Outreach to government officials and staff to drive understanding and increase awareness of the Treasurer’s office.
  • Creates and maintains relationships with county elected officials and their senior staff including, Council, Chief Executive, Controller, Sheriff, and District Attorney to foster open and timely communication and collaboration.
  • Creates and maintains relationships with elected officials at the state and federal level, particularly with state house representatives and senators, as much of the second-class county code and statutes on the authority of the Treasurer’s Office are decided at that level.
  • Creates and maintains relationships with elected officials including, borough and township councilors, mayors, tax collectors as well as managers and finance directors. Understand concerns of municipalities in the county so that the Treasurer’s Office can work to develop and provide superior and enhanced services to meet the needs. 
  • Supports Office as we work to develop and released improved service offerings to municipalities within the county.
  • Leads a team of 5+ employees. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
  • Researches media coverage and industry trends and conducts media outreach.
  • Coordinates and implements a variety of special projects and conducts research as assigned.
  • Works closely with Treasurer and Treasurer’s Legal Counsel on ideating, developing, and moving forward policy.
  • Keeps apprised of relevant legislation as it’s developed and put forward.
  • Performs other related duties as requested or required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Public relations principles and techniques.
  • Social networking and social media marketing.
  • Comprehensive supervisory experience leading a diverse team (preferably 3+ years of experience).
  • Developing and executing integrated communication strategies across multiple channels.

Skill in:

  • Microsoft Office Suite
  • Proficient in using analytics tools to measure and analyze the effectiveness of communication efforts and make data-driven decisions.

Ability to:

  • Draft and disseminate news releases, articles, speeches, bulletins, reports, and other materials.
  • Demonstrate strong written and oral communications skills.
  • Work independently and as part of a team.
  • Work a flexible schedule, including attendance at evening and/or weekend events as required.
  • Establish effective positive working relationships with representatives of various media and community agencies, associates, relevant stakeholders, public officials, County departmental management and staff, and the public.
  • Write for different applications including press releases, website, etc.
  • Work in a fast-paced environment and be able to effectively handle multiple tasks and complete projects under tight deadlines.
  • Effectively utilize relevant computer software, including Microsoft Word, Excel, Outlook, PowerPoint Publisher, etc.
  • Lift up to 35 lbs.
  • Perform typing and data entry. 

Residency: Allegheny County within 1 year.
