Position Title: Deputy County Solicitor

Salary: $112,000-$122,000

Minimum Requirements:

Education:

  • J.D. from a law school accredited by the American Bar Association
  • Member in good standing of the Pennsylvania State Bar Association and the Western District of Pennsylvania

Experience:

  • At least ten (10) years of post-J.D. professional experience, including significant civil litigation experience in the federal and state court system. Experience supervising or directing the work of other attorneys and/or professional support staff is required.

Position Summary:

The Deputy County Solicitor plays an integral role within the Allegheny County Law Department, acting as a senior legal advisor and a close collaborator with the County Solicitor. This position involves overseeing a wide range of legal activities, including but not limited to providing legal guidance on various matters, managing litigation risks, ensuring compliance with laws and regulations, and participating in the development and implementation of home rule charter policies. The individual in this role supports the County Solicitor in the leadership and direction of the legal team, contributing to strategic decision-making processes and often stepping in to lead in the County Solicitor’s absence. With a focus on safeguarding the county’s legal interests and maintaining its operations within the scope of the law, the Deputy County Solicitor also ensures the legal department fulfills its mission to protect and serve the county effectively.



Overview:


Duties:

  • Provides legal advice and guidance to Assistant County Solicitors and the Allegheny County Executive Branch on a wide range of legal matters, under the supervision of the County Solicitor, including but not limited to home rule charter policies, compliance, and risk management.
  • Drafts, reviews, and negotiates complex contracts and agreements on behalf of the county, with a focus on protecting the county’s legal and business interests.
  • Oversees and manages litigation and disputes involving the county, including developing legal strategies, coordinating with external counsel, and representing the county in court, if necessary.
  • Develops, implements, and enforces policies and procedures to ensure the county’s compliance with applicable laws, regulations, and ethical standards.
  • Manages the county’s real estate from a legal perspective, including negotiating leases, handling economic development issues, and advising on property acquisitions and sales.
