Position Title: Director of Climate Resilience and Jobs

Salary: $105,000-$115,000 per year, commensurate with experience

Minimum Requirements:
  • At least five (5) years of relevant experience in environmental impact work, climate resiliency, sustainability or a related field. Experience developing and managing significant climate resiliency strategies and initiatives in government or mission-driven non-profits is preferred. 
  • Bachelor’s degree in a relevant field (i.e., environmental justice, engineering, science, sustainability, education, architecture, physical sciences, etc.). 
  • Relevant professional certification or training from an accredited school or agency (i.e., LEED, PMP, etc.) is a plus. 
  • It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.

 


Position Summary:

Reporting to the Chief of Staff, the Director of Climate Resilience and Jobs will identify, and project manage opportunities to work, both within and outside of County government, in support of a clean and healthy environment and create high-quality green jobs to meet these goals. Strong candidates will have expertise in designing innovative and effective programmatic and regulatory approaches to climate resiliency, with an emphasis on climate justice for marginalized and most impacted populations.



Overview:


Duties:

  • Shape and project manage the County’s approach to drawing down federal climate and infrastructure funding in a way that will address the most pressing climate needs in the County, redress prior divestment and climate injustice, and promote the creation of high-quality green jobs for Allegheny County’s workforce. 
  • Work closely with relevant County departments, governmental, philanthropic, civic sector and private sector partners to support a coordinated regional approach to developing the aforementioned strategies.
  • Build and oversee the operational plan to deliver on the County’s commitment to a clean and healthy environment, including projecting need, analyzing various strategies to determine the most effective approaches and establishing implementation priorities.
  • Monitor local, state and federal policy developments related to climate resiliency; analyze potential impacts on Allegheny County and develop strategy recommendations.
  • Work with relevant County departments to develop and implement a strategy designed to strengthen partnerships with municipal governments throughout the County and improve coordination related to climate resiliency and environmental justice.  
  • As directed by the County Executive and the Chief of Staff, develop and maintain strong working relationships with County departments that play a role in climate resiliency and job creation; identify opportunities to improve inter-departmental coordination and to streamline and modernize the County’s approach to these priorities.

Knowledge, Skills, and Abilities

Knowledge of:

  • The principles of environmental justice, and their role in addressing systemic disparities in environmental burdens and associated adverse health effects.
  • The practices and measures of climate resiliency, including climate impact assessments, risk and impact analyses and mitigation measures.
  • Local, state and federal regulatory requirements applicable to climate. 

Skill in:

  •  Strong project management, including the ability to identify, develop and deploy resources across multiple initiatives and navigate complex relationships.
  •  Excellent presentation and interpersonal skills that resonate with audiences of different backgrounds, identities and ideologies.

Ability to:

  • Think strategically and identify emerging climate issues and related policy implications at all levels (local, state, federal, global).
  • Provide innovative leadership by performing and coordinating with others to ensure integrated planning, development, implementation and financing of policies and projects.
  • Build and maintain strong, collaborative relationships.

Residency: Allegheny County within 1 year.
