Salary: $53,000-$58,000 per year commensurate with experience

Minimum Requirements:
  • High School Diploma AND four (4) years of experience in Talent Acquisition and Recruiting including Workforce Diversity and Inclusion (WDEI) Practices/Initiative Management or candidate sourcing focus. Progressive experience is preferred. OR
  • Bachelors degree in any major, discipline or concentration area and at least one (1) year experience in Talent Acquisition and Recruiting including Workforce Diversity and Inclusion (WDEI) Practices/Initiative Management or candidate sourcing focus.
  • AIRS, HCI or SHRM certification is a plus.
  • An equivalent combination of education, training, and/or experience is acceptable.

Position Summary:

The Allegheny County Department of Human Resources seeks an experienced and dynamic human resource professional to develop, administer and support diversity, equity and inclusion initiatives across Allegheny County departments in the areas of recruitment and acquisition, as well as in training and employee programs.  This is a professional position of a specialized HR nature and serves as a creative opportunity for the incumbent to further develop this role and function. The Workforce Diversity Specialist will coordinate efforts between HR, other departmental resources, and community partners to help streamline and enhance inclusivity in hiring experience for both staff and applicants. The incumbent will spearhead and steer talent engagement and attraction activities which include the workforce planning, recruitment, and onboarding functions of all levels of staff and management throughout County departments. The Workforce Diversity Specialist will gain a unique perspective of local government operations and administration, with a high-level view of the broad spectrum of work undertaken each day to ensure a safe, healthy, and thriving workforce.



Overview:


Duties:

  • Researches and develops creative strategies to foster Allegheny County’s diversity goals to attract, hire and maintain a diverse workforce; partners with and serves as a liaison to diverse community groups.
  • Works within the County’s Talent Acquisition and Employment team to analyze effectiveness of current recruitment practices; develops and implements job-specific recruitment plans in accordance with the County’s Equal Employment Opportunity Plan to increase diversity within applicant pools.
  • Assists in leading and organizing recruitment events and activities; represents the County at job fairs and various community events.
  • Works in collaboration with County departments to guide candidates through the pre-employment process to ensure compliance with County employment policies (e.g., conduct background and real estate checks; monitor, troubleshoot and provide pre-employment drug test results; etc.).
  • Ensures compliance with the Department of Justice/Office of Civil Rights and the Equal Employment Opportunity reporting requirements; compiles and analyzes internal EEO data and develops various reports.
  • Analyzes assessment and selection processes to determine adverse impact; makes recommendations as needed.
  • Develops initiatives to further diversity in retention and promotion of employees; including the development and presentation of internal training to advance professional development.
  • Provides information to County employees and the public regarding County diversity policies and programs.
  • Manages various employee programs and projects as assigned.
  • Ensures compliance with local, state and federal employment laws and regulations, collective bargaining agreements, and County policies to ensure uniform treatment of applicants and employees.
  • Fully support talent acquisition, onboarding and employment resources and processes which also include various administrative tasks (e.g., job board posting and HCM administration, vendor and stakeholder management, fielding applicant or client department phone calls.
  • Occasionally work varying hours/shifts, evenings or on weekends as outreach events, tests or recruiting activities may require; performs other related tasks and other duties as assigned.



Knowledge, Skills, and Abilities

Knowledge of:

  • Principles and practices of diversity, equity and inclusion; Workplace inclusivity challenges.
  • Local, state and federal laws and regulations regarding employment and equal employment opportunity.
  • Allegheny County demographics and the various groups and organizations that serve as resources in the recruitment and retention of diverse candidates.
  • Relevant collective bargaining agreements and personnel policies and procedures is a plus.
  • Operations and functions of County departments is a plus.



Skill in:

  • County-wide systems including but not limited to JDE, Allegheny County Careers Portal, OnBase “ATS”, PAA1000 (employment transaction processing), Infor HCM Suite, Tableau Business Intelligence and Analytics Software is a plus.
  • MS Office including Outlook, Teams and SharePoint, Word, Excel, and PowerPoint proficiency is required. Visio and Adobe Pro skills are a plus.
