Minimum Requirements:
  • One year of experience as an Environmental Health Engineer Trainee (or equivalent)


OR


  • Three years of progressively responsible environmental health experience, AND
  • Bachelor’s Degree in chemical engineering, environmental engineering, civil engineering, civil engineering technology, environmental engineering technology, biology, chemistry, physics, or a closely related engineering or science field.


OR


  • Two years of progressively responsible environmental health experience one of which is in air quality, AND
  • Bachelor’s Degree in chemical engineering, environmental engineering, civil engineering, civil engineering technology, environmental engineering technology, biology, chemistry, physics, or a closely related engineering or science field.


OR


  • Two years of progressively responsible environmental health experience, AND
  • Master's degree in a related field.


Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.

  1. Describe any technical work you have done with, for, or regarding industrial sources, especially when the work concerned air emission or asbestos.
  2. This role will oversee training and implementation of inspection procedures, please describe your experience creating or implementing standard operating procedures.
  3. Describe your experience leading a project involving commercial demolitions and renovations.
  4. Describe your knowledge of the Asbestos NESHAP or Article XXI of Allegheny County’s Rules and Regulations as it applies to asbestos abatement and demolition and any experience obtaining compliance with these regulations.
  5. Describe your experience identifying hazards and implementing engineering controls or work practices to mitigate identified hazards?
  6. Describe your experience utilizing software including permit, license and inspection software if applicable. 


Allegheny County Civil Service Employees (Non-ACHD)

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is advanced professional or supervisory work in environmental health engineering. An employee in this class reviews complex applications/reports/other materials involving various types of environmental health engineering facilities, or performs work of equivalent scope and complexity in the field or central office. Work assignments are given with general instructions, and the employee is responsible for selecting and interpreting applicable guidelines. The employee normally has the authority to make decisions within the assigned scope of responsibility, but program goals and administrative policy matters emanate from a higher level. Supervision may be exercised over a staff of support staff, engineers and/or technicians. Work is reviewed by a higher-level engineer or administrator upon completion, for compliance with technical standards, departmental policies and procedures, and adequacy of results.

Duties:

  • Reviews/oversees/supervises permit applications, reports, and other related materials (data, monitoring results, modeling, etc.) involving environmentally regulated entities to ensure completeness, adequacy of design, mechanics of operation, and adherence to regulatory and departmental requirements. Examples of entities can include large or municipal treatment facilities, sewage collection systems and treatment facilities, industrial waste treatment facilities, mine drainage control facilities, bathing place facilities, solid waste disposal facilities, and other environmental health engineering facilities such as asbestos abatement associated with demolition and renovation activities, and facilities regulated under the Clean Air Act.
  • Prepares or directs the preparation of complex technical engineering reports on permit applications and on field environmental health surveys, inspections and investigations involving the evaluation of field conditions and the formulation of recommendations for compliance assistance or enforcement related activities.
  • Prepares advanced level documentation such as water pollution reports, asbestos abatement permits, reports and inspections, and air quality reports and inspections
  • Consults with and advises the public, consulting engineers, public health and industrial and municipal officials, and other agency representatives, for promoting and advancing the interest in the public’s health with respect to water pollution control, asbestos abatement, and air quality emissions control.
  • Implements established procedure to ensure compliance of a facility with the laws and regulations pertaining to the sanitary engineering program, asbestos abatement program, air quality program and all rules and regulations thereunder.
  • Inspects complex projects under construction and after completion of construction to ensure adherence to approved plans and specifications.
  • Performs related work as required.
