Minimum Requirements:
  • High School Diploma with three (3) years of experience in talent acquisition, post-secondary educational admissions, communications, sales, or recruitment.
  • An equivalent combination of education and experience may be substituted.


 It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

The Allegheny County Bureau of Corrections is seeking a recruitment professional to assist with Talent Acquisition activities including the recruitment, onboarding, and retention of new employees. This is a professional position of a specialized nature. Under the direct supervision of the Talent Acquisition Supervisor, the incumbent will assist in developing and expanding recruitment efforts with a particular emphasis on increasing the number of qualified and competent candidates for a wide breadth of positions. The Talent Acquisition Specialist will coordinate efforts with HR and other department management and staff to streamline and enhance the hiring experience for both candidates and hiring departments, and to reduce any barriers to an efficient employment process.



Overview:



Duties:

  • Provides support in the areas of recruitment, talent acquisition, pre-employment, and onboarding.
  • Conducts recruitment activities and facilitates hiring of qualified job applicants for open positions.
  • Collaborates with HR and management staff to enhance recruitment practices, assessment instruments, interviewing, and selection processes and resolves recruitment-related issues and problems.
  • Works with department managers and staff within the Allegheny County Jail, along with the Office of Marketing and Special Events to create and maintain strategic, flexible, and creative recruitment plans to meet a wide range of employment and hiring needs.
  • Fosters effective relationships and consults with hiring managers to understand the skills and competencies required of candidates for specific positions.
  • Coordinates, facilitates, and organizes recruitment events and activities and other HR/employment-related programs and services through execution, participation, and promotion of such activities.
  • Identifies sources of potential candidates through multiple and diverse channels (job boards, social media platforms, professional associations, etc.).
  • Establishes relationships and maintains ongoing communication with college and university placement offices, community organizations, and other professional networks to build talent pipelines into County employment.
  • Responds to employment-related inquiries from applicants, staff, and managers; refers complex or sensitive matters to appropriate staff.
  • Gathers and analyzes data utilizing relevant HR metrics (i.e., turnover, market compensation analysis, and benefit trends, etc.) to recommend strategies for talent attraction and retention.
  • Assists department hiring staff with contacting applicants to inform them of employment possibilities, consideration, and selection.
  • Develops, designs, prepares, and presents information needed for recruitment efforts.
  • Establishes effective tools to streamline, improve communications, and reduce barriers to the hiring process.
  • Performs additional related tasks and duties as requested or required.

  • Current federal, state, and local regulations and requirements regarding recruitment, interviewing, and selection practices.
  • Recruitment methodologies, strategies, practices, and procedures.
  • Trends, best practices, and new technologies in HR and talent management.
  • Pre-employment Screening techniques and strategies.
  • Effective presentation strategies.

Skill in:

  • Microsoft Office products.
  • Social media (e.g., Indeed & LinkedIn) and other communication channels.

Residency: Not required to live in Allegheny County
