Position Title: Manager 1, Municipal

Salary: $65,000 - $71,000 per year commensurate with experience

Minimum Requirements:
  •  A bachelor’s degree AND three (3) years of municipal or local government work experience, including one (1) year of supervisory experience.
  • An equivalent combination of education, training, or experience is acceptable. Education may not be substituted for supervisory experience.
  • A valid, PA Driver’s license is required prior to appointment.

Position Summary:

Under the supervision of the Deputy Director, this position is primarily responsible for the management and leadership of the Municipal Division, which is responsible for performing activities that meet the goals and objectives of the Community Block Grant Program (CDBG). Incumbent will directly oversee and supervise a team of six employees.



Overview:


Duties:

  • Manages and supervises division staff by mediating conflicts, responding to staff grievances, responding to the professional needs of the staff, commending good work performances, counseling, and recommending remedial disciplinary action in matters of poor work performance. Also assists in the hiring of staff.
  • Acts as the Department’s liaison and works closely with the seven (7) Councils of Governments.
  • Provides information and technical assistance on Allegheny County programs and policies to increase communication, cooperation, and action between the municipalities and the County.
  • Attends on-site conferences with project engineers/architects, contractors, and operating agencies to resolve complications and questions of concern.
  • Actively participates in public hearings, citizen participation forums, and needs assessment activities to develop the five-year consolidated plan and one-year implementation strategies.
  • Directs and coordinates divisional staff meetings.
  • Develops divisional goals and objectives for the Community Development Block Grant (CDBG) Program, which includes projects such as sanitary sewers and wastewater treatment facilities, water distribution and treatment facilities, stormwater retention and flood control facilities, demolition and clearance activities, Municipal recreation, public improvements, commercial revitalization.
  • Oversees project and contract management for the Municipal Division.
  • Oversees all aspects of the ACT 152 Blight Removal program, which provides demolition and blight remediation planning funding.
  • Prepares Division CDBG budget and monitors monthly project expenditures.
  • Develops and maintains financial and operational records as required.
  • Attends and actively participates in the Department’s management meetings.
  • Works as a team member with other Department Divisions to achieve objectives.
  • Performs related duties/special assignments as assigned.
