Position Title: Purchasing Specialist

Salary: $43,000.00 - $46,300.00 per year

Minimum Requirements:
  • High school diploma or its equivalent AND four (4) years of experience in purchasing and/or procurement, or
  • An equivalent combination of education, training and experience is acceptable.

Position Summary:

Through the Department of Facilities Management, the County maintains approximately 3 million square feet of building space including 600,000 square feet of leased space in over 130 buildings throughout the county. The Purchasing Specialist prepares purchase requisitions for materials, equipment, machinery, and supplies. This position reports to the Financial Manager and works closely with other sections of the Department as well as with the Trades’ Supervisors.



Overview:


Duties:

  • Recommends alternate vendors and substitute sources of supplies.
  • Generates purchase requisitions for the purchase of requested items.
  • Receives and processes packing slips from department personnel.
  • Reviews and processes order requests according to County procedures.
  • Responds to suppliers’ inquiries concerning invoice matters.
  • Assists new vendors in completing vendor creation forms and submits log to the Controller’s Office.
  • Processes vendor invoices through OnBase and JDEdwards.
  • Verifies that funds to cover payments are available through JDEdwards.
  • Collaborates with other County departments.
  • Coordinates purchasing with other departments.
  • Performs other duties as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Practices, policies, and procedures of purchasing/procurement.

Skill in:

  • JDEdwards accounting system.
  • Microsoft Office suite including Word, Excel, and Outlook.
  • Preparing spreadsheets with cell formatting in Excel.

Ability to:

  • Efficiently and effectively work, with minimal supervision, alone and within a group.
  • Effectively manage time, tasks, deadlines, and multiple priorities simultaneously.
  • Read, analyze, interpret, and present information accurately.
  • Communicate effectively, both orally and in writing.

  • Negotiate with vendors.

Residency: Allegheny County within 1 year.
