Minimum Requirements:

An Associate’s degree in business or a related field AND a minimum of two (2) years administrative work experience is required. Experience in a mass appraisal system or environment, within the field of real estate, or for a taxing authority are preferred. An equivalent combination of education and experience may be substituted.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

The Office of Property Assessments (OPA) produces a fair, accurate and timely assessment roll, doing so in a uniform manner consistent with the International Association of Assessing Officers (IAAO) while emphasizing outstanding customer service and an efficient use of resources. The OPA also maintains ownership and assessment records for parcels within Allegheny County with property owners, municipalities and school districts concerning assessment matters.

This position reports to the Legislative Acts Administrator and coordinates the Office of Property Assessments (OPA) functions related to processing tax abatement programs and provides intermediate level administrative support to the Administrator in all County Special Exemptions from Taxation. The Legislative Acts Coordinator also serves as the liaison between OPA and all applicable taxing jurisdictions regarding valuation changes and other County departments.



Overview:


Duties:

  • Maintains the County’s clerical aspects of special legislative tax abatement programs and reports including filing, data entry, scanning, and indexing.
  • Processes and ensures the accuracy of all Additional Exoneration (A/E) forms.
  • Delivers paper and electronic property documentation to applicable taxing jurisdictions including those within the County, school districts, Pennsylvania, and outside the state, in a timely manner.
  • Interacts frequently with various taxing jurisdiction employees, property owners, and legal representatives through phone calls, emails, paper correspondence, etc.
  • Performs other duties as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Administrative tasks including scheduling and systems encoding.
  • A working knowledge of OPA, specifically the relative Legislative Acts, is preferred.
  • Database entry and searching.

Skill in:

  • Microsoft Office Suite.

Ability to:

  • Efficiently and effectively work, with minimal supervision, alone and within a group.
  • Demonstrate reliability and flexibility in the workplace.
  • Effectively manage time, tasks, deadlines, and multiple priorities simultaneously.

Residency: Allegheny County within 1 year.
