Minimum Requirements:

Minimum Requirements

Three (3) years of experience in clerical work, including word and record processing, purchasing, and office procedures, and graduation from high school or equivalent 

OR 

Associate's Degree in Secretarial Science or related fields and one (1) year of experience in clerical work

OR 

Any acceptable equivalent combination of experience and training.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law. 

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

An employee in this class is responsible for a wide variety of complex clerical operations and administrative detail, frequently requiring specialized clerical knowledge. Employees are responsible for making decisions requiring knowledge of supervision, applicable functions, rules, and regulations of the Allegheny County Health Department; however, policy problems are normally referred to supervisors for decision or explanation. Independent judgment is exercised, and work is reviewed by a superior through a review of reports and general observation of daily operations for compliance with established procedures and practices.

Duties:

  • Plans, assigns, and evaluates the work of a clerical staff engaged in processing fiscal, personnel, educational, medical, or other departmental materials.

  • Determines the need for and prepares requisitions covering the supply needs of a large department; prepares specifications; processes approved requisitions to cover emergency purchases; maintains records relating to the status of individual requisitions and all other matters relating to the purchasing and billing process. 
  • Assists a manager or administrator in a variety of administrative detail matters, such as preparation of budget figures including estimates of equipment, supply and travel needs, and recordkeeping including move request processing, and supervises office and nontechnical operations, including housekeeping and office layouts. 
  • Supervises personnel, maintaining equipment, and other related records; compiles special and regular reports. 
  • Participates in interviewing and orients new employees to work functions. 
  • Maintains cost records that do not require any technical knowledge of accounting in accordance with established procedures; allocates cost items to a variety of accounts according to prescribed classifications; prepares standardized reports and statements. 
  • Monitors staff compliance with standard requirements for employment; and advises supervisor on indicated violations. 
  • Trains and counsels staff regarding such policies as attendance, and acts as backup support for clerical staff, which includes those who may operate office automation systems by doing word and record processing. 
  • Establishes working relationships in the Health Department with administrators from a variety of disciplines, which may concern the development of office procedures and, outside the Health Department, may include landlords and service and maintenance individuals and/or organizations.
