Salary: $56,000 - $61,817 per year

Minimum Requirements:

High School Diploma or its equivalent AND Completion of training courses or college credits pertaining to Quantity Food Preparation, Food Service Management and/or Nutrition AND three (3) years food service experience in Contract Dining, Catering, Hospital, Skilled Nursing Facility, or other large scale food service facility to include three (3) years supervisory experience. Current ANSI-Accredited Certified Food Protection Manager certificate required. An equivalent combination of training, education and experience may be substituted.

Position Summary:

This position is responsible for managing and directing the day-to-day operations of the Food Service Contract, Commissary Contract, Pest Control and Waste Management for the Allegheny County Jail (ACJ) and ensuring vendor compliance with specified contract details. This position oversees food service supervisory staff to ensure 24/7 oversight of meal preparation and the cleanliness of the facility. The work is performed independently and in accordance with applicable Federal, State, and Local standards, guidelines, and regulations that govern employers.



Overview:


Duties:

Management

  • Manages subordinate supervisory staff engaged in the oversight of preparing food for residents and staff at the ACJ.
  • Oversees shift supervisors’ payroll tasks including scheduling (benefit time management), reviewing, updating, and submitting timesheets in county payroll system.
  • Ensures all processes, procedures, and work schedules established to meet production schedules are adhered to in accordance with food service guidelines and overtime is obtained only when staffing falls below established minimums.
  • Organizes and directs worker training programs, hires new staff, and evaluates employee performance in accordance with ACJ system policies and procedures.
  • Arranges equipment maintenance and repairs, coordinates pest control services and evaluates sustainable waste management solutions for the ACJ.
  • Submits annual strategic plan and capital budget for the maintenance, improvement and enhancement of the kitchen and dining facilities.
  • Reviews and investigates complaints and grievances and provides recommendations to ACJ Administration.
  • Counsels and disciplines employees as necessary and oversees the implementation of approved corrective actions.

Compliance

  • Ensures all safety regulations and precautions are followed by all staff and investigates and reports all accidents/incidents as required by established policies and procedures.
  • Oversees the inspection, cleaning and maintenance of the kitchen area and equipment, submitting work orders as necessary.
  • Reviews and maintains Hazard Analysis Critical Control Point (HACCP) logs and makes procedural corrections to maintain compliance.
  • Ensures containers of chemicals, cleaning agents, etc., are properly labeled and stored and that the required Safety Data Sheets (SDSs) are properly affixed and filed.
  • Ensures, through oversight, meals are prepared in accordance with standardized recipes and held at safe temperatures; inspects special diet trays assuring correct diet menu is served.
  • Ensures that food handlers and all other food-line workers comply with health and food safety standards.
  • Oversees the cleanliness of preparation spaces and commissary and food storage areas.
  • Assists in environmental health and sanitary inspections of the facility.

Vendor-Contract Management & Quality Assurance

  • Ensures vendor compliance with standards set forth by Allegheny County Health Department and other applicable accrediting bodies.
  • Oversees document submissions per contract requirements to include but not limited to menus, meal counts, billing, invoices and inventory information.
  • Reviews and ensures the timely submission of vendor reports and invoices required by ACJ Administration.
  • Resolves any food service operations issues with the third-party vendor supervisory staff.
  • Works with Jail Administration and Commissary vendor to ensure proper menus are in place for all restricted diet recipients and the behavioral health and physical health housing locations.
  • Oversees food preparation, portion sizes, and the overall presentation of food in both the main kitchen and employee lounge.
  • Addresses complaints regarding food quality or service with food and commissary vendors.
  • Performs other related tasks and duties as assigned.

  • Operate a personal computer and use spreadsheet software such as Microsoft Excel and/or Access.
