Position Title: Assistant Payroll Manager

Salary: $46,316.64 per year

Minimum Requirements:

A Bachelor’s Degree in Business Administration, Accounting, or a closely related field AND (3) three years of payroll operations experience, which included one year in a supervisory or lead work capacity. Directly related experience may be substituted for the required education on a year for year basis.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

The incumbent supervises the daily work activities of the regional Payroll Clerks and assists the Payroll Manager in reviewing and summarizing the biweekly payroll prior to submission to the County. Work is performed in accordance with applicable Federal, state and local standards, guidelines and regulations that govern employers and long term care facilities, and under the supervision of the Payroll Manager.

 

The Kane Regional Centers are a seven day, twenty-four hour operation. This position may be required to work overtime as determined by management to meet operational needs. The incumbent of this position is also subject to call back during emergency conditions, as determined by management.



Overview:


Duties:

  • Supervises the work of subordinate staff, through assignment of work, establishment of priorities, approval of leave requests, and the completion of performance appraisals.
  • Assists the Payroll Manager in the summarization and finalization of the bi-weekly payroll, by checking calculations of overtime, shift differentials, and rates of pay.
  • Assists the Payroll Manager in preparing periodic reports and verifications of payroll data and investigates employee complaints of improper payments, and takes corrective action, as needed.
  • Prepares and ensures the accuracy of the payroll for the Central Administrative staff, and processes payroll changes, weekend pay adjustments, uniform allowances, and forms for resignations and retirement.
  • Assists the Payroll Manager in preparing and interpreting written policies and procedures regarding the processing payroll and other payments.
  • Provides information to the general public and employers upon request regarding employment verification, wages, periods of employment, etc., in accordance with Federal and state laws and County policies.
  • Sorts and mails or distributes paychecks, W-2 forms, and occupational tax receipts.
  • Provides back up coverage for the Payroll Clerks, and as directed, acts for the Payroll Manager in his/her absence.
  • Oversees and assists in adding new employees or deleting terminated employees from the payroll in a timely manner.
  • Performs related duties and tasks as assigned or directed by the Payroll Manager.

Knowledge, Skills, and Abilities

Knowledge of:

  • Federal, state, and local laws and regulations governing computation of pay and entitlement for overtime.
  • Provisions of local labor agreements regarding rates of pay, overtime eligibility, shift differentials and leave.
  • Privacy laws and regulations governing the release of employment information to a third party.
  • Supervisory practices and principles.

Skill in:


Ability to:

  • Communicate and establish effective working relationships with employees, public officials, and the general public.
  • Plan, organize, develop, implement, and interpret payroll processes and procedures.
  • Operate a personal computer and other office equipment, such as copiers, fax machine and calculators and use spreadsheet software, such as Microsoft Excel or Access.
  • Read, write, and understand written and oral instructions.
  • Relate to and work with ill, disabled, elderly, and emotionally upset people within a long-term care facility.
