Minimum Requirements:

Bachelor's Degree in accounting from an accredited college or university 

AND 

Five (5) years of professional accounting or financial experience 

AND 

2 years of Supervisory Experience 

 

OR  

 

A Masters, Business Administration (MBA) or a Certified Public Accountant (CPA)  

AND 

Three (3) years of professional accounting or financial experience, 

AND  

2 years of Supervisory Experience 

 

OR 

 

Any equivalent combination of experience and training

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is professional budget, fiscal management and purchasing work at the managerial level. 

 

An employee in this class is responsible for planning, organizing, directing, controlling, interpreting, and communicating the fiscal information to the Allegheny County Health Department management staff, the Deputy Director, Bureau of Administration and to appropriate County staff. Major aspects of the work include implementing fiscal policies and controls, administration of sound budgeting, accounting, revenue collection, and purchasing procedures. The work involves auditing, preparation of budgets, oversight of revenue, financial statements, purchasing, and other required reports.  Supervision should be exercised over the accounting and fiscal staff with the primary direct reports of Grants Manager and Financial Planning Supervisor. The employee in this class functions independently under the general supervision of a Deputy Director, Bureau of Administration, who reviews work for adherence to policies and acceptable fiscal management standards and for accomplishment of objectives.

Duties:

General Responsibilities 

  • Directly supervises Grants Manager and Financial Planning Supervisor and coordinates all Financial Activities 
  • Develops, maintains, and oversees the official accounting records in conformance with the generally accepted government accounting principles. 
  • Utilizes various computerized or manual accounting documents including ledgers, spreadsheets, and journals to post entries, track expenditures, monitor spending levels and provide basis for report generation.
  • Responds to emergencies as assigned. 
  • Performs related work as required. 


Fiscal Responsibilities 

  • Develops, reviews, and monitors budgets for the deviations in projected revenues and expenditures for County budgets, project funded accounts and grants. 
  • Reports to the Deputy Director, Bureau of Administration, significant deviations in budgets, revenues, and other financial information regarding the finances of the Health Department. 
  • Prepares, examines, and analyzes accounting records, financial statements, and other financial reports to assess accuracy, completeness and conformance to reporting and generally accepted government accounting principles. 
  • Works with the County fiscal and controller’s office to establish tables of accounts and guidelines for assigned entries to proper accounts. 
  • Advises and assists the Deputy Director and operating units on fiscal management policies and procedures relating both to Health Department operations and to grants initiated and administered by the Health Department. 
  • Evaluates effectiveness of budgeting, accounting and fiscal control through audits and periodic analysis to assure acceptable professional standards are met. 
  • Coordinates fiscal management aspects of grant management with applicable grant funding sources. 


Purchasing Responsibilities 

  • Assists in the planning and oversight of the department’s purchasing methods and practices. 
  • Reviews and recommends changes in existing purchasing policies and procedures. 
  • Reviews and audits purchase requests and orders to determine needs and ensure compliance with regulations and contracts. 
  • Approves, rejects, or coordinates the approval or rejection of vouchers, purchases requests and contracts for purchases by the Health Department in conjunction with the County negotiated contracts. 
  • Analyzes spending levels of contract service providers to identify over or under spending in order to shift funds or renegotiate contracts. 
  • Prepares monthly summary financial reports showing comparison of line-item actual expenses year-to date to projected expenses and revenues for review at the county level.
