Position Title: Education Law Attorney

Salary: $66,950.00 per year maximum

Minimum Requirements:

J.D. or L.L.B. from an accredited law school AND an existing license to practice law in the Commonwealth of Pennsylvania. Candidates with two (2) years of experience in education law or special education and a commitment to working with low-income clients are preferred. 

A valid PA Driver’s License is required. 

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Duties:

  • Advocates on behalf of youth and families at Individualized Education Program (IEP) meetings, 504 meetings, Due Process Hearings and Manifestation hearings.
  • Appears in Allegheny County Family Court when necessary.
  • Drafts written requests to school and district personnel.
  • Obtains and reviews education records, evaluations, and reports and analyzes the significance of information relevant to the client’s educational circumstance.
  • Conducts community outreach and education to inform parents, students, and fellow stakeholders about education-related legal rights and responsibilities.
  • Documents and organizes digital and physical files of information collected.
  • Develops tracking system of clients served.
  • Performs additional duties as needed or assigned. 

Knowledge, Skills, and Abilities

Knowledge of:

  • Pennsylvania Rules of Criminal Procedure, Federal and State Education Laws, Individual Education Plans and 504 Plans, as well as other applicable law.
  • Westlaw, Lexis, Word, Excel, and other related software, such as case management software.

  • Maintain civil relationships with all clients, co-workers, judges, court personnel, opposing counsel, law enforcement officers, witnesses, and the general public.
  • Use Westlaw, Lexis, Word, Excel, and other related software.
  • Represent the Office of the Public Defender at periodic appearances before civic groups, schools and community events.

Residency: Allegheny County within 1 year.
