Salary: Hourly: $31.38 || Annual: $65,284.75

Minimum Requirements:
  • A Bachelor's Degree which includes a minimum of fifteen (15) credits in accounting and one (5) years of professional experience involving the application of accounting or fiscal principles and practices;  

OR

  • A Master’s Degree which includes a minimum of fifteen (15) credits in accounting and two (2) year of professional experience involving the application of accounting or fiscal principles and practices;  

OR

  • Any acceptable equivalent combination of experience and training, including fifteen (15) credits in accounting.

Condition of Employment

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Credit for a degree or college coursework can only be accepted from an official transcript submitted directly from the college or university to Allegheny C0unty Health Department.

Position Summary:

This is responsible administrative and professional position directing Allegheny County Health Department Grants and various financial activities.  

  

An employee in this job plans and coordinates all activities related to the management of grants awarded to the department. The incumbent is responsible for planning, organizing, and reporting on forecasts and analysis including engaging in modeling, forecasting, statistical and quantitative and structural analysis, and fiscal policy and planning.?  Work is performed independently under the general direction of an administrative superior.? Work is reviewed through the evaluation of accomplished goals and objectives, completed projects, studies, and results achieved.

Duties:

  • Plans, coordinates, administers, and manages the implementation of grants. 
  • Develops and implements program evaluation policies, procedures, and tools. 
  • Oversees high profile projects involving grant priorities and public health programs that impact the ACHD. 
  • Comprising accurate data for analysis, reporting, State ACT 315 Reports, Costs reports as needed. 
  • Analyzing accounting records with financial reports do develop Key Performance Indicators.  
  • Communicating effectively with internal and external individuals and entities and relaying relevant information. 
  • Incorporating ethical standards of practice into all interactions with individuals, organizations, and communities. 
  • Supervising and developing Financial Analysts, Account Clerks, and other Fiscal staff as assigned. 
  • Responding to public health emergencies.
