Minimum Requirements:
  • One year of experience as a Public Health Administrator I


OR


  • Bachelor’s degree in public health or a field related to public health

AND

  • Four (4) years of professional public health program experience, which include two (2) years at a management or supervisory level.


OR


  • Master’s degree in public health, public administration, hospital administration or a related field

AND

  • Three (3) years of professional public health program experience, which include one (1) year at a management or supervisory level.


OR


  • Any equivalent combination of experience and training.

The Public Health Administrator II will be responsible for overseeing two separate committees focused on developing recommendations for reducing fetal, infant, and child deaths in Allegheny County. The administrator will coordinate these efforts with a dedicated team to ensure we collect information necessary for the review process and recruit and retain the appropriate stakeholders to inform our recommendations for public use.

The Public Health Administrator II will be responsible for supervising a multidisciplinary team of individuals with diverse funding streams and projects. The administrator will oversee all projects, grants, and reporting for the team.

The Public Health Administrator II will be responsible for directing quality improvement initiatives. The administrator will use evidence-based tools to assess, develop, and implement strategies to improve program effectiveness.

The Public Health Administrator II will oversee all community outreach and engagement for the Office of Family and Child Health with a dedicated team of staff.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is supervisory and professional administrative work in the field of public health. An employee in this class assists a higher level administrator in the administration of county-wide programs or administers a program of moderate size and complexity at the district level. The work in this class is distinguished from the Public Health Administrator I by the variety and importance of the assigned duties and the greater degree of required initiative and independent judgment. The employee assists a higher level administrator in a variety of technical and administrative activities such as directing and controlling public health programs, evaluating results, recommending program changes, sound budgeting and expenditure control programs and effective personnel utilization. The employee directly performs these duties when assigned to administer a public health program in the field. Supervision is exercised over trainees, professional and para-professional, technical and clerical personnel. Limited supervision is received from a higher level supervisor who evaluates work for adherence to department policies and procedures and accomplishment of objectives.

Duties:

  • Administers a large county-wide public health program
  • Implements and coordinates as the Health Officer a variety of large public health programs within an assigned geographic area
