Minimum Requirements:

One year of experience as a Public Health Administrator Trainee;

OR

Master’s Degree in public health, public administration, education, communications, behavioral sciences, or a related field and one (1) year of administrative or supervisory experience

OR

Bachelor’s Degree public health, public administration, education, communications, behavioral sciences, or a related field and three (3) years of professional public health program experience, including one (1) year of administrative or supervisory experience;

OR

Any equivalent combination of experience and training.

Condition of Employment

1.The Public Health Administrator I will be responsible for overseeing the Child Death Review Committee (CDR). The mission of the CDR is to promote the safety and well-being of children and reduce preventable child fatalities. This is accomplished through timely review of child deaths.

Describe any experience you may have working in community health, behavioral health and/or other Public Health programs.

2.The Public Health Administrator I will be responsible for facilitating meetings with internal and external partners such as birthing facilities and other governmental agencies.

Describe your experience in facilitating meetings, groups or gatherings and creating agendas. Please give an example of how you would prioritize tasks while still managing your daily job duties.

3.The Public Health Administrator I will be responsible for writing and creating reports and presenting recommendations to external and internal stakeholders.

Describe your experience with public speaking and presenting to diverse audiences. Please be specific with the topics and audiences.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Credit for a degree or college coursework can only be accepted from an official transcript submitted directly from the college or university to Allegheny County Health Department.

Position Summary:

This is administrative, management and professional work in planning, directing and coordinating public health activities in the field of public health.  

An employee in this class may serve as an assistant to a higher-level public health administrator or may have the responsibility for administering a generalized program of public health services. Work may involve assisting in administering an assigned aspect of a generalized program of public health field services or performing duties of equivalent difficulty and responsibility in an assigned phase of public health services on a county-wide basis. Duties delegated to an employee in this class are designed to widen the scope of his experience and preparing for broader administrative responsibility in the field of public health. Supervision may be exercised over adjunctive professional, technical and clerical personnel. Work is performed under the immediate direction of a higher level public health administrator and reviewed for conformance to departmental policies and procedures and for satisfactorily progressive achievement through conferences, reports and observations.

Duties:

  • Assist a high-level public health administrator in the administration of a public health program on a county-wide basis or in the administration of a generalized program of public health services.
