Salary: $63,600.00 - $66,743.76 per year

Minimum Requirements:

Bachelor’s Degree in Civil Engineering AND one (1) year of experience in bridge design and/or project management. An equivalent combination of education and experience may be substituted but must include at least one (1) year of experience in bridge design and/or project management. 

 A valid Pennsylvania Driver’s License is required prior to appointment.

Position Summary:

Under the supervision of the Manager of Bridge Engineering, this position is responsible for the supervision of professional consultant engineers and technical assistants in the inspection, design and preparation of plans and specifications for the construction of county bridges and related structures. Duties require the exercise of high order professional engineering judgment in accordance with accepted engineering practices, PennDOT/FHWA standards and departmental policies.  



Overview:


Duties:

  • Oversees bridge design and repair contracts and direct professional engineers, designers, and draftsmen in the preparation of plan, estimates, and specifications for the construction of County bridges and related structures.
  • Consults and coordinates the design work with surveys and the construction division and makes field inspections of proposed locations or relocations of structures.
  • Participates in the pre-qualification and Consultant Selection processes for County bridge projects.
  • Manages bridge database by updating and ensuring the accuracy of Access and Excel data, analyzing, and producing reports; supports bridge program budgeting/maintenance/work order tracking.
  • Prepares supplemental specifications, contracts, Executive Actions, and other documents prior to advertising for bids on the construction of specific structures.
  • Manages project budgets; reviews and approves estimates and invoices.
  • Initiates and tracks bridge service requests using Cityworks software.
  • Performs bridge design and engineering tasks.
  • Assists the Manager in all phases of the management of bridge engineering and construction projects whether performed in-house or by consultants from inception through construction. 
  • Recommends detailed implementation schedules for capital improvement, Federal and State-funded bridge projects, and related implementation strategies.
  • Drives fleet vehicle and performs field inspections throughout Allegheny County; reports and resolves bridge maintenance issues and recommends proper designs to correct deficiencies.
  • Drafts legal documents for review and approval of the Law Department, and Executive Actions, and Change Orders.
  • Supplies information relevant to in-house status review meetings to keep department management informed of the status of each project.
  • Confers with personnel, organizations, and municipal officials on various projects and coordinates projects with other department personnel, municipalities, and public utilities.
  • Performs other related duties as required or requested. 

Knowledge, Skills, and Abilities

Knowledge of:

  • Professional engineering principles and practices applied in the design of bridges and related structures
  • Engineering and management skills related to estimating the cost of design and construction work needed to maintain bridges and related structures
  • Excel, Word, Outlook and other Microsoft Office products.
  • Pennsylvania Department of Transportation’s Engineering and Constructions Management System (ECMS)

Ability to:

  • Communicate effectively, both orally and in writing.
  • Supervise the design, preparation of specifications, and cost estimates of County bridges and related structures.
  • Coordinate the work of others, including personnel in other Public Works divisions.
  • Maintain effective working relationships with coworkers, visitors, vendors, and officials of public and private agencies.
