$45,000-$49,000 per year

Minimum Requirements:
- An Associate Degree in Business or a related field AND one (1) year of related work experience.
- An equivalent combination of education and experience may be substituted.
- Experience in business formation, structure, accounting, and taxes is preferred.
Applicants must possess and maintain a valid Pennsylvania Driver’s License throughout employment.

Position Summary:
The Certification Analyst performs analysis and investigative work in the certification process. This includes the desk and field audits that verify businesses meet the criteria set forth in the certification process regulations.
Overview:
The Minority, Women, and Disadvantaged Business Enterprise (MWDBE) Program provides maximum opportunities for Minority, Women, and Disadvantaged business enterprises (MBEs, WBEs and DBEs) to participate in county contracts. The department certifies business enterprises as disadvantaged (per Code of Federal Regulations (CFR) Section 49: Parts 23 & 26) and provides services and resources to help them grow their business.
Duties:
- Completes reviews and internal audits of certification applications which include analysis and investigative work.
- Performs on-site reviews of applicant businesses for certification.
- Uses due diligence to make certification recommendations.
- Creates certification reports.
- Reviews documentation and performs size analysis for continued certification eligibility.
- Manages data in certification database to ensure accuracy.
- Prepares and presents defense of departmental certification decisions.
- Attends and hosts meetings, workshops, counseling sessions and outreach events.
- Travels regionally, statewide, and potentially interstate.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
- Business, financial, and organizational structures.
- Standard business operations.
- Basic contract language.
Skill in:
- Microsoft Windows and Office Suite (Word, Excel, Outlook, etc.)
Ability to:
- Communicate effectively; both orally and in writing.
- Learn Code of Federal Regulations (CFR) Section 49: Parts 23 & 26 that govern the certification process.
- Maintain strict confidentiality.
- Present program information and regulatory standards to groups.
- Manage various office duties and prioritize work schedule.
- Demonstrate problem solving skills and exhibit a professional demeanor.
- Make sound certification assessments to include familiarity with assets, liabilities, shareholder structure, tax information and other business-related issues.
Residency:
Allegheny County within 1 year.
