Minimum Requirements:
  • High School Diploma or its equivalent AND four (4) years of progressively responsible experience in human resources management to include one (1) year of supervisory experience, or
  • An equivalent combination of education, experience, and training is acceptable.

Position Summary:

Under the direction of the Human Resources Manager, the incumbent performs recruitment and placement, position classification, and employee relations activities for all operating units within the Kane Community Living Centers. The incumbent also functions as the overtime and scheduling coordinator for the Kane System. Work is performed in accordance with Federal, state, and local standards, guidelines, and regulations that govern long-term care facilities. 



Overview:


Duties:

  • Supervises and coordinates the human resources staff engaged in providing placement and recruitment, position classification, benefits administration, and employee relations services, and in providing advice and guidance to employees, supervisors, and managers throughout the Kane System.
  • Serves as Scheduling Coordinator and Overtime Manager for the Kane System, by analyzing overtime usage and scheduling and staffing practices, to determine if available staff resources are being used in the most efficient manner that minimizes overtime use. Prepares periodic reports on usage and staffing and consults with managers and supervisors to provide advice and assistance in meeting staffing needs and correcting inefficient practices.
  • Serves as point of contact for obtaining staff from private nursing agencies, consolidating and evaluating requests from the community centers. Reviews and approves invoices submitted by the nursing agencies for payment. Also, resolves any service or coordination issues with provider agencies, and provides an orientation program for new agency staff.
  • Attends recruitment and job fairs and oversees action in filling vacant positions, implementing promotions, and processing employee bids and transfers.
  • Investigates discrimination complaints and allegations of sexual or racial harassment and completes reports of findings and recommendations for action. Participates in EEOC or PHRC hearings or meetings arising from complaints filed by Kane employees.
  • Reviews and assesses the efficacy of human resource operations and takes action to correct deficiencies and improve services.
  • Prepares, coordinates, collates, and maintains materials for new employee orientation.
  • Assists in administration of bi-weekly orientation sessions and associated onboarding of new employees
  • Performs related tasks and duties as required or directed by the Human Resources Manager.

Ability to:

  • Communicate effectively with Kane System staff, County Officials, and union officials on program objectives and to resolve issues and concerns.
  • Plan, organize, develop, implement, and interpret programs, goals, objectives, policies, and procedures.
  • Establish and maintain effective working relationships with managers, supervisors, employees, union officials, and subordinates.
  • Apply human resource legal and ethical requirements to the day-to-day operational concerns and needs of the Kane System.
  • Manage multiple and competing priorities and projects.
  • Work with ill, disabled, elderly and emotionally upset people within a long-term care facility.
