Position Title: Manager of Operations

Salary: $90,060.48 per year

Minimum Requirements:

• Bachelor’s Degree in Business Administration, Public Administration, or a natural, physical, or forensic science.

• A minimum of 6 years of management experience in the area of Forensic Investigation or Forensic Science.

• A Master’s Degree in the one of the above-mentioned fields of study are preferred.

• Applicants with death and forensic investigation experience and certification of American Board of Medico Legal Death Investigators are preferred.

An equivalent amount of experience may be substituted for education. An equivalent combination of education and experience may not be substituted for management experience.

College transcript(s) is required at time of application.

Applicants must have and maintain a valid PA driver’s license.

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

Under the direction of the Director of Forensic Services and Medical Examiner, the Manager of Operations is responsible for the overall operation and administration of the Morgue Operations of the Allegheny County Office of the Medical Examiner (ACOME), including employment of personnel who are competent to perform inspection activities, record and report inspection results promptly, accurately, and proficiently, and for assuring compliance with the application regulation and accreditation standards.

The Manager of Operations may delegate any of the duties listed below to qualified individuals but remains responsible for ensuring that all duties are properly performed. The incumbent must be accessible but is not required to be on-site when inspection activities are being performed. The incumbent is responsible for planning and implementation, scheduling, organizing, and directing the daily operations of the Investigations and Histology/Autopsy divisions. The Manager of Operations established policies, procedures, and quality standards of the divisions and evaluates the competency of the assigned personnel. 



Overview:


Duties:

  • Plans, organizes, establishes priorities, and directs the daily operation of the Morgue functions.
  • Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
  • Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
  • Identifies staff development and training needs; ensures that training is obtained and that, prior to performing inspection activities, all personnel have the appropriate education and experience and receives the appropriate training for the type and complexity of activities for which they are to perform.
  • Ensures proper labor relations of pertinent bargaining units and conditions of employment are maintained.
  • Conducts staff meetings and conferences to discuss operating problems, organization, budgetary matters, technical problems, status of programs and projects, and laws/legal decisions that might affect the performance or practices of the work.
  • Directs and tracks major medico-legal death investigations for the morgue.
  • Serves as a liaison with other law enforcement agencies who are customers of the ACOME; establishes and maintains cooperative working relationships with community agencies and organizations, courts, prosecutors, defense attorneys, and new media within Allegheny County on matters relating to morgue practices, directives, requirements, and abilities.
  • Participates in the Quality Management System including, but not limited to, yearly management reviews concerning audit status, lab operations, and other pertinent items and reports this information to the accrediting body, support of internal and external audits, staff authorization and competency testing, deviation, conflict resolution, and non-compliance, as required.
  • Assesses and responds to Right to Know, Giglio, and media requests, as required.
  • Administers federal grants essential for program operation, ensuring appropriate spending and reporting procedures are followed, as applicable to the forensic laboratory and assigned by the Medical Examiner.
  • Ensures that the establishment and maintenance of acceptable levels of performance of the Morgue operations.
  • Serves as an Office representative on issues of employee discipline, counseling, or misconduct.
  • Participates in the establishment of budget recommendations for capital outlay, personnel services, equipment, and materials.
  • Testifies in court as an expert witness as required.
  • Ensures that the physical plant and environmental conditions of the Morgue are appropriate for testing and provides a safe environment in which employees are protected from physical, chemical, and biological hazards.
  • Performs other duties as requested.
