Position Title: Chief Nursing Officer

Salary: $116,000.00 - $120,000.00 per year

Minimum Requirements:
  • Bachelor of Science Degree in Nursing AND five (5) years of supervisory, management, and administrative experience in a long-term care or health care facility.
  • Must possess a current license to practice as a Registered Nurse in the state of Pennsylvania at the time of application.
  • A current Pennsylvania Nursing Home Administrator’s license is preferred but not required.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. Position Summary:

Under the direction of the Executive Director and the Chief Medical Officer, the Chief of Nursing plans, organizes, develops, and directs the overall operation of the nursing departments of the Kane Community Living Centers in accordance with the Professional Nursing Law and the current Federal, state, and local regulations and guidelines. This position oversees the management and activities of the Medical Records, Infection Control, Staff Development, Quality Improvement, and Pharmacy Departments as well as oversees, monitors, and directs the implementation of the Kane Community Living Center System’s compliance programs and activities, including compliance with the applicable laws, rules, and regulations. 



Overview:


Duties:

  • Plans, supervises, develops, organizes, implements, evaluates, and directs the nursing department, as well as its programs and activities in accordance with current rules, regulations, and guidelines that govern the long-term care facility.
  • Develops, maintains, and periodically updates written policies and procedures that govern the day-to-day functions of the nursing department, assuring that time frames are met.
  • Oversees the periodic administration of a needs assessment for all staff to determine training and development needs and reports results to the Executive Director and Staff.
  • Utilizes the needs assessment information, oversees the development of training sessions or provision of training through in-house staff, outside vendors, local community colleges, and universities; conducts needs analysis studies to determine training needs within the organization.
  • Confers with management to gain specific information on work situations, to design training programs for employees to better understand changes in policies, procedures, regulations, and technologies.
  • Develops methods for coordination of nursing services with other resident services to ensure the continuity of the residents’ total regimen of care.
  • Develops, implements, and maintains an ongoing quality assurance program for the nursing department.
  • Serves on, participates in, or assures that assigned staff attend various committees such as Infection Control, Quality Assessment and Assurance, Pharmaceutical, or Budget.
  • Inspects the nursing departments at all four facilities to ensure that nursing services are provided in accordance with Kane Community Living Center’s policy and procedures, and acceptable nursing standards.
  • Reviews employee, resident, and family complaints or grievances and assists the Administrators and Directors of Nursing as directed in conducting investigations; assists as needed with implementation of recommendations for corrective action resulting from investigations.
  • Assists, develops, and reviews with the Administrator and Director of Nursing a plan of correction for deficiencies in the nursing department, noted during survey inspections and provides the necessary steps to correct such deficiencies.
  • Oversees and assures that discipline is administered fairly and that timeframes are met regarding accurate completion of the MDS forms.
  • Performs related duties as requested or required.

  • Nursing and medical practices and procedures, as well as laws, regulations, and guidelines that govern long-term care
  • Principles and practices of supervision
  • New methods and principles and how to incorporate them into existing practices

Ability to:

  • Organize facts/ideas and exchange information with others clearly and concisely, both verbally and in writing.
  • Delegate to nursing supervisory personnel the administrative authority, responsibility, and accountability necessary to perform their assigned duties.
  • Communicate the operations of the nursing department and activities to the Chief Medical Officer and Executive Director.
  • Read and interpret financial records and reports.
  • Work with ill, disabled, elderly, and emotionally upset people within a long-term care facility.
  • Plan, organize, direct, control, coordinate, and evaluate the quality and appropriateness of care and treatment provided by both professional nursing staff and direct care staff in all resident areas.
  • Establish and maintain effective working relationships with managers, supervisors, and employees.
  • Maintain confidentiality of all resident information and assures that the resident’s rights to fair and equitable treatment, self-determination, individuality, privacy, property and civil rights are protected.
  • Demonstrate strong leadership skills.
  • Manage and direct a large and culturally diverse workforce.

Residency: Not required to live in Allegheny County
