Expenditure Variance

Budgeted expenditures for departments can change from year to year due to organizational changes, the creation of new initiatives or the culmination of existing ones, and external economic factors, such as inflation. For example, Children Initiatives recently launched Forward with Families with the goal to expand access to child care and out-of-school time programs. The large increase in the department’s budget, as shown in Figure 1, will aid in funding this initiative. Also seen in Figure 1 is an increase in Human Resource’s budget and a decrease in Management and Budget’s budget both due to organizational changes. Human Resources is consolidating its previously decentralized structure, while the Performance and Data Analytics division is moving from Management and Budget to Information Technology.
